Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/24/2026.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. - Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serve as Government Purchase Card Billing Official. Monitor and approve all Cardholder purchasing activities. Independently analyze and resolve difficult issues and problems in a multi-faceted, complex logistics operation. Monitor and implement a comprehensive, extensive, and practical knowledge of the advanced principles and techniques associated with materiel management, supply chain, and distribution as applied in a large-scale, unique logistics operation within the VA.

Physical Requirements: The work requires regular and recurring physical exertion, such as long periods of standing, walking, bending, stooping, reaching, and similar activities in and around storage areas and may include lifting cartons in excess of 50 pounds or pushing/pulling loaded hand trucks or carts.

Responsibilities:

- Develop contract actions with designated Contracting Officers and Contracting Officer Representatives (CORs). Routinely interfaces with vendors and national-level VA stakeholders to determine and provide resolution to contract issues.
- Work with national-level Integrated Product Teams (IPTs) improve and streamline national-level procurement actions that support VHA operations.
- Assist in the development of Performance Work Statements (PWS) for known and emergent mission requirements. Serves as an Alternate Contracting Officer's Representative (ACOR) when warranted or directed.
- Interpret directives and guidance from higher authority and issues implementing instructions related to storage control and support functions.
- Implement prescribed internal controls and supplements them where necessary to accommodate local operating conditions.
- Complete management control review checklists for all functional areas within established timeframes and reports results.
- Develop training material on SDC services for both SDC employees and external customers as required.
- Ensure all mandatory training is complete for cardholders. Performs routine audits on billing statements to ensure purchases are compliant with Federal Acquisition Regulations and local polices.
- Serve as a Government Purchase Card Billing Official. Monitors and approves all Cardholder purchasing activities.
- Independently analyzes and resolve difficult issues and problems in a multi-faceted, complex logistics operation.
