Duties

  • You will be responsible for the inspection, auditing, development, and maintenance of systems and programs encompassing Test, Measurement, and Diagnostic Equipment (TMDE); Weight Handling Equipment (WHE); and Training and Qualification disciplines.
  • You will manage and maintains the TMDE database, generating calibration reports for issuance to end users.
  • You will serve as the subject matter expert for the WHE program, providing technical guidance and oversight for related processes, inspections, and projects.
  • You will manage the WHE inventory, ensuring all lifting and handling equipment is maintained, tested, and operated in accordance with Department of the Navy (DoN), OSHA, and ANSI regulations.
  • You will draft and implement policies and procedures defining program requirements and ensuring compliance with higher-level guidance.
  • You will track and manages annual training requirements for NRLPH civil service employees.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05/10 grade level or NO-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrated experience in database administration, analysis, and reporting; 2) Developing policies and procedures to define and manage complex technical programs; 3) Utilizing knowledge of regulatory and safety standards including OSHA and ANSI requirements for industrial and weight handling equipment; 4) Conducting inspections, audits, and compliance reviews, and prepare clear technical reports and recommendations; and 5) Managing calibration, inspection, and maintenance programs supporting engineering and research operations.

Education

The following education may be substituted in lieu of the specialized experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
