What are the responsibilities and job description for the Legislative Analyst position at Office of Management and Budget?
This position is located in the Legislative Reference Division (LRD) within the Office of Management and Budget (OMB) in the Executive Office of the President (EOP). LRD coordinates the articulation of the Administration's position on legislation by overseeing the review and clearance of the Administration's legislative proposals, testimony, and statements on bills. The incumbent will carry out OMB's legislative oversight functions covering a broad range of government programs and activities.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector, that demonstrates the following: 1. performing objective analysis of policy issues and/or legislation, including authorization or appropriations matters, and synthesizing information from multiple sources into clear, concise analytical products; 2. collaborating across organizational or interagency teams to facilitate resolution of conflicting views; and 3. communicating issues effectively, both orally and in writing, to develop clear, accurate, and timely products for a variety of audiences.

Responsibilities:
As a Legislative Analyst, GS-0301-12/13/14, your typical work assignments may include the following:- Coordinates, reviews, and clears draft legislation, testimony, and formal correspondence from Executive Branch agencies to Congress, ensuring that the views and recommendations of all affected Executive Branch agencies and interested parts of the Executive Office of the President (EOP) are obtained and evaluated for consistency with Administration policy.
- Evaluates legislative proposals to determine their relationship to the President's policies and legislative priorities and advises policy officials on potential conflicts.
- Analyzes, prepares, and coordinates the interagency review and clearance of Statements of Administration Policy, outlining the Administration's position on legislation scheduled for Congressional floor action.
- Monitors congressional activity, including committee hearings, mark-ups, and voting schedules, and keeps OMB staff and White House officials informed of critical legislative developments.
- Conducts comprehensive analysis of legislation passed by Congress and prepares Enrolled Bill Memoranda for signature by the OMB Director and presentation to the President, providing recommendations for approval or veto.
