This position is part of the Department of Energy's Office of Intelligence and Counterintelligence (IN), Field Intelligence Enterprise Division. As a Business Enterprise Manager, you will be responsible for developing standard operating procedures and policies for the program, coordinate and prepare all reporting requirements, and plan and coordinate stakeholder meetings. You will collaborate daily with members of the Intelligence Community, DOE National Laboratories, and other DOE stakeholders.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting 2 of the following 3:
- Developing business plans, processes and procedures for Intelligence programs and initiatives.
- Analyzing data, performance metrics and detailed reports for senior-level management officials.
- Identifying solutions in order to improve the operation of projects and programs for the Intelligence Community.

Responsibilities:
This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.As a GS-14 Management and Program Analyst, you will:
- Develop business plans, processes, policies and doctrine, specifically for the Field Intelligence Enterprise (FIE) Program.
- Act as a representative for the FIE Program and coordinate meetings for the Intelligence Community (IC) and a variety of stakeholders.
- Submit quarterly reports, manage all reporting activity and tracker database requirements for the FIE Program.
- Oversee the integration and collaboration of FIE Program with other DOE-IN Directorates and DOE stakeholders.
- Provide guidance to other offices on Restricted and other Special Access Programs (SAP).
- Create and manage SharePoint Sites and organize file structures for FIE's and Strategic Intelligence Partnership Program (SIPP).
Salary : $143,913
