The USPS OIG is seeking a highly qualified applicant to fill our Enterprise Business Solutions Manager position in the Office of Chief Information Officer in the located in Arlington, Virginia. Bring your skills and voice to our team!
Please note, this position requires reporting in-person to the USPS OIG Headquarters office located in Arlington, VA. Relocation expenses will not be authorized for this position.
The successful candidates must be highly motivated and demonstrate experience in supervising the technical activities of staff engaged in the design, documentation, development, testing, integration, and support of new or existing software.
Additional Duties & Responsibilities:
- Responsible for leading the team through the project lifecycle. This includes setting attainable goals, developing detailed project plans, monitoring progress regularly, evaluating performance to ensure project success, and making recommendations for continuous program improvement.
- Effectively manages position assignments by determining appropriate work allocation, combining or separating duties as necessary, establishing or abolishing positions, and executing other information technology responsibilities.
- Evaluate work products to ensure compliance with agency policies, procedures, and guidelines in alignment with program plans. Identify and address unique issues in the absence of existing policies and recommend innovative solutions to meet new needs and resolve emerging issues.
- Represents the Office of the Inspector General in meetings with officials from the United States Postal Service, other agencies, vendors, and members of external organizations. Responsibilities include presenting complex or controversial assessment results, negotiating agreements, and influencing agency-wide solutions and plans.
- Remain informed about current and emerging technologies applicable to agency operations by attending conferences and vendor demonstrations to gain insights into potential technological advancements.
MINIMUM QUALIFICATIONS
You must meet ALL minimum qualifications listed below.
- Bachelor's Degree from an accredited college or university in Computer Science, Information Systems, or related field experience.
- At least five (5) years professional experience planning, organizing, and managing projects to ensure technical implementation aligns with stakeholder expectations following Agile methodology.
DESIRABLE QUALIFICATIONS
- Previous supervisory experience managing a technical staff of 7 or more in aligning solution design with business requirements.
- Previous experience with low-code/no-code development platform (e.g. Power Platform) with an understanding of platform governance-covering security, compliance, environment lifecycle management, and audit processes.
- Proficient in prompt engineering to design precise, context-rich instructions and workflows for generative AI models, enabling autonomous, task-oriented AI agents that enhance customer service, drive automation, and accelerate decision-making.
- Previous experience in conducting market research on COTS solutions, evaluating and analyzing emerging technologies for enterprise-wide adoption, and ensuring system compliance with security vulnerabilities and maintenance patches.

- Demonstrated experience in leading technical employees and/or projects, such as successfully managing a team of 7 engineers on a software development project, promoting maximum staff utilization, fostering staff development through targeted training programs, and effectively handling disciplinary issues to maintain team harmony.
- Effectively communicate and explain technical facts and situations to all levels of leadership by adapting oral, written, and graphical methods to suit their specific needs and understanding for better clarity and impact.
- Demonstrated experience in ensuring adherence to organizational and regulatory standards, enforcing rigorous governance policies, and managing environment expansion, security roles, and data loss prevention (DLP) policies related to Power Platform.
