DHS-OIG's Senior Executive cadre is made up of senior government leaders who possess a diverse portfolio of experience and expertise required to lead across the organization. To be considered for this Senior Leader position, you must have at least one year of progressively responsible leadership that is indicative of senior level managerial capabilities coupled with the skills, knowledge, and abilities equal to or equivalent experience to the GS15, which includes:
  • Experience leading and shaping an organization's enterprise-wide functions of work through risk-based planning and ensuring every work product is produced to the highest standard of analytical quality, narrative power, and audience impact before it is issued under proper authority.
  • Experience analyzing performance and risk, preparing executive level communications, and engaging stakeholders to ensure coordination and harmonization of work planning is in alignment with organizational priorities and federal mandates.
  • Experience communicating effectively orally and in writing with high level officials in Federal agencies including the highest level of organizational management, representatives of interagency groups, and audiences with diverse backgrounds and experiences.
You must also meet the following Mandatory Technical Qualifications (MTQs), your resume should demonstrate accomplishments that would satisfy the technical qualifications.
  • MTQ 1: Demonstrated senior-level experience providing agency-level final quality review of highly consequential reports and analyses of sensitive and/or technical topics that have national-level implications to ensure findings are analytically sound, clear, compelling, and accurate.
  • MTQ 2: Demonstrated ability to lead or substantially contribute to an enterprise-level planning process that identifies, prioritizes, and shapes a portfolio of analytical, investigative, or evaluative work across multiple functional disciplines based on a structured assessment of risk, strategic priority, and organizational capacity.

This position is in the Office of the Inspector General (OIG), Executive Office of the Inspector General (EOIG) and reports directly to the Deputy Inspector General/Chief of Staff within EOIG. Based on proven experience with advising the highest levels of an organization, the Senior Advisor for Oversight Planning and Production serves as the most senior official within the Immediate Office of the Inspector General responsible for two enterprise-wide functions: shaping the OIG's annual and multi-year portfolio of oversight work through risk-based planning, and ensuring that every OIG work product is produced to the highest standard of analytical quality, narrative power, and audience impact before it is issued under the Inspector General's authority.

As the Senior Advisor for Oversight Planning and Production (OPP), you will be required to perform the following major duties:
  • Serves as the EOIG designated executive reviewer and final production authority for all OIG work products across all program offices before they are issued under the OIG's authority. Evaluates whether the argument is sound, the evidence sufficient, the message clear, the story compelling, and the findings calibrated to land with the audience that needs to receive and act on them.
  • Leads OIG's enterprise-wide, risk-based annual and multi-year work planning process, working across all program offices to shape a coherent, strategically sound, and risk-driven portfolio of oversight work. Proposes, in coordination with program office leadership and EOIG, what the OIG should be examining, why, and in what sequence, to address the most significant risks and vulnerabilities facing the department.
  • Leads and functions as the orchestrating convener of cross-office planning, facilitating engagement among the Office of Audits, Office of Investigations, Office of Integrity, Office of Inspections and Evaluations, Office of Technology and Innovation, and the Chief Strategy and Performance Officer to develop an integrated work plan that reflects OIG-wide capacity, shared risk priorities, and strategic coherence.
  • Monitors plan execution throughout the year; identifies emerging risks, program developments, congressional requests, or shifting departmental priorities that may warrant plan adjustments; develops recommended modifications and presents them to the IG for decision.
  • Serves as a senior advisor to the IG, PDIG, and COS on the quality, strategic direction, and overall effectiveness of the OIG's body of work, and represents the OIG as an authoritative voice before external audiences including Congress and senior department leadership.
