Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Information and Technology, Management and Governance Directorate, Records and Information Management Division, located in Ashburn, VA or Washington,DC.

Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.

Qualifications:

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Analyzing and advising management on significant Records and Information Management (RIM) programs, policies, and systems, including contributing to the assessment, revision, and implementation of program directives and processes.
  • Managing and coordinating key Records Management activities throughout their lifecycle, such as developing and evaluating specific policies, conducting targeted studies, and ensuring compliance with established laws and regulations within a program area.
  • Contributing to the planning, development, and coordination of strategic and systems plans for Records and Information Management, applying best practices, and providing recommendations for program improvements to leadership.
  • Applying advanced analytical techniques to identify and resolve complex planning, evaluation, control, and resource allocation problems within Records and Information Management programs.
  • Providing technical assistance and analytical support to management on planning systems and management programs, coordinating specific staff activities, and assisting in problem definition and policy development in Records and Information Management.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 06/12/2026.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

Responsibilities:

As a Program Manager, you will analyze major administrative aspects of substantive, mission- oriented programs and oversee the team's work in all aspects of information technology Records and Information Management. This position starts at a salary of $169,279.00 (GS-15, Step 1) to $197,200.00 (GS-15, Step 10). In this Program Manager position, you will become a key member of a team of Homeland Security professionals, applying new hypotheses and concepts to improve the effectiveness and efficiency of the Program's operations. Typical work assignments include:
  • Directing the work of subordinate supervisors in all aspects of information technology Records and Information Management.
  • Reviewing and evaluating the organizational structure to certify that all positions promote an optimum balance between economy, efficiency, and utilization of skills.
  • Ensuring that assigned programs and processes comply with internal controls and appropriate precautions to prevent fraud, waste, and misuse of resources.
  • Planning for short and long-term operations for the Directorate, focusing on interactions and support from various personnel across OIT.
  • Coordinating staff operations and events efficiently and reviewing work to ensure overall consistency with Records Management and OIT's requirements and resources.
