Qualifications:
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:- Manage assigned contracts as a Contracting Officer's Representative (COR) by coordinating with contracting officers, program officials, and external stakeholders to oversee performance, address risks, and ensure compliance with federal laws and regulations.
- Lead program planning, budget analysis, and financial oversight activities to ensure proper allocation of funds, validate contactor expenditures, and strengthen financial accountability across contract portfolios.
- Provide technical expertise in contract administration by advising on contract selection, negotiation, administration, and closeout; monitoring contractor performance; and recommending strategies to ensure compliance with contractual terms and protect government interests.
- Understanding the full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post award actions.

This position oversees the application of Federal contracting laws, regulations, and policies throughout all phases of the acquisition process, ensuring compliance and operational efficiency. This position starts at a salary of $106,437.00 (GS-13, Step 1) to $138,370.00 (GS-13, Step 10).Typical Work duties include:
- Overseeing a spectrum of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to both pre-award and post-award contracting actions.
- Serving as a Contracting Officer's Representative (COR), provides expert guidance on contract selection, negotiation, administration, and closeout, ensuring adherence to legal and regulatory requirements while optimizing resource utilization.
- Developing and executing strategic plans, program budgets, and performance metrics to align with organizational goals and objectives.
