General Nature of Work
The STR Compliance Manager provides strategic leadership and oversight of the Code/Compliance Division within the Short Term Rental Department. This position is responsible for developing and implementing division goals, coordinating enforcement activities, and ensuring compliance with applicable codes and ordinances within the county as it pertains to Short Term Rental. The Manager serves as a liaison between departments, oversees division operations, and ensures alignment with county wide objectives related to short term rental, property maintenance, and community standards.

JOB RESPONSIBILITIES

  • Develop and implement short and long term goals, policies, and procedures for the Code/Compliance Division.
  • Align division objectives with broader departmental and countywide initiatives as it applies to Short Term Rental.
  • Monitor performance metrics and adjust strategies to improve service delivery and compliance outcomes.
  • Foster a positive and productive work environment.
  • Oversee daily operations, including case management, field inspections, and enforcement actions.
  • Ensure timely and accurate documentation of violations, citations, and resolutions.
  • Manage division budget, including forecasting, procurement, and cost control.
  • Serve as primary liaison between the departments of Code Enforcement along with Planning & Zoning and other county departments, including Fire, Police, and Legal as needed.
  • Respond to inquiries from elected officials, community groups, and the public regarding enforcement policies and procedures as it related to STR.
  • Represent the division at public meetings, hearings, and interagency collaborations.
  • Lead specialized programs such as fee structure program and targeted enforcement sweeps to ensure that STR remains ahead of its workload for the internal team.
  • Develop educational materials and outreach campaigns to promote code compliance.
  • Conduct training sessions for staff and stakeholders on new or revised codes and enforcement procedures as needed.
  • Coordinate enforcement actions with the court system; prepare case documentation and provide testimony as needed.
  • Stay current on changes to local, state, and federal codes; ensure division practices remain compliant.
  • Recommend updates to ordinances and policies based on enforcement trends and legal developments.
  • Utilize software systems for case tracking, reporting, and data analysis.
  • Prepare regular reports on division activities, trends, and performance indicators for the Short Term Rental Director.
  • Ensure staff are trained in the use of relevant technology and tools.
  • Perform other related duties as assigned to support departmental and county wide goals.

  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
  • Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
  • Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.
Qualifications:

MINIMUM QUALIFICATIONS

  • High school diploma or GED required; bachelor’s degree in Public Administration, Criminal Justice or other related field preferred.
  • (3) Three to (5) Five years of vocational training or experience in code enforcement, law enforcement, building construction, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • (2) Two to (3) Three years of leadership experience preferred.
  • GACE Code Enforcement Officer Certification Level III required.
  • Certifications as a Building Inspector and GSWCC Level 1A and 1B are preferred.
  • Must possess and maintain a valid Georgia driver’s license and a satisfactory Motor Vehicle Record (MVR).

Physical Requirements: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing, walking steep terrain, ladder climbing and/or pulling of objects and materials of moderate weight (12-20 pounds).

Work Environment: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature extremes, electric currents, traffic hazards, or bright/dim light.

Salary : $50,000 - $55,000
