The Arizona Office of Economic Opportunity (OEO) coordinates workforce development strategy and evaluation, monitors the state's tax and regulatory competitiveness, and produces labor market, economic and demographic research and analysis. OEO is also home to the Arizona Finance Authority, which offers innovative, responsible, and sustainable financing solutions for public and private borrowers.
PROGRAM COMPLIANCE SPECIALIST

Workforce Program Compliance Specialist ensures that employment and training programs adhere to federal, state, and local regulations, as defined by the AZ RHT Federal Contract. The Program Compliance Specialist will support audits, monitor subcontractor performance, maintain accurate participant records, provide technical assistance to staff, and implement corrective actions to ensure compliant, high-quality service delivery. Reports directly to the AZ Healthcare Workforce Office Program Manager. The position is grant-funded and employment is contingent upon the availability of funding.
Arizona’s Rural Health Transformation Program is supported by the Centers for Medicare & Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS) as a part of a financial assistance award totaling $166,988,955.92 with 100 percent funded by CMS/HHS. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Monitoring & Auditing:
Conduct regular audits of client files, eligibility documentation, and financial records for compliance with policies and RHT protocols.
Regulatory Compliance:
Ensure programs operate within federal, state, and local regulations.
Technical Assistance & Training:
Provide training to workforce partners and staff on compliance requirements, reporting systems, and best practices.
Reporting & Data Management:
Generate and submit comprehensive program performance reports.
Investigation & Corrective Action:
Investigate alleged misconduct or fraud and develop corrective action plans for non-compliant program areas.
Contract Administration:
Review and monitor subcontracts and program service agreements.
Perform related duties as assigned.
Knowledge of:
• Strong understanding of Workforce Innovation and Opportunity Act (WIOA) regulations and grant management.
• Grant compliance, auditing, and workforce development.
Skill in:
• Excellent communication, presentation, and facilitation skills.
• Excellent verbal and written skills for reporting and training.
Ability to:
• Establish and maintain professional relationships with both internal colleagues and external partners.
• Analyze data to evaluate program performance.
• Bachelor’s degree in Education, Human Resources, Business Administration or a related field.
• Preferred 3-7+ years of experience in workforce development, grants management, and compliance roles.
