The Arizona Office of Economic Opportunity (OEO) coordinates workforce development strategy and evaluation, monitors the state's tax and regulatory competitiveness, and produces labor market, economic and demographic research and analysis. OEO is also home to the Arizona Finance Authority, which offers innovative, responsible, and sustainable financing solutions for public and private borrowers.
GRANTS COMPLIANCE SPECIALIST

Closing Date:
Conducts comprehensive compliance monitoring and oversight activities to ensure subrecipients adhere to federal regulations, particularly 2 CFR Part 200, state requirements, and grant-specific terms and conditions. The Grant Compliance Specialist performs risk assessments, plans and conducts desk reviews and on-site monitoring visits, prepares detailed monitoring reports, tracks corrective action implementation, and provides technical assistance to help subrecipients achieve and maintain compliance. Reports to the Grants and Compliance Manager. The position is grant-funded and employment is contingent upon the availability of funding.
Arizona’s Rural Health Transformation Program is supported by the Centers for Medicare & Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS) as a part of a financial assistance award totaling $166,988,955.92 with 100 percent funded by CMS/HHS. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Monitoring Activities:
Plan and conduct comprehensive subrecipient financial monitoring visits including desk reviews and on-site visits. Review subrecipient financial records, policies, procedures, and internal controls for compliance with 2 CFR Part 200. Evaluate subrecipient administrative systems including procurement, property management, and record retention. Review transactions for allowability, allocability, and reasonableness of costs. Review participant eligibility documentation and case files for programmatic compliance. Assess civil rights compliance including equal opportunity, non-discrimination, and accessibility.
Reporting & Documentation:
Prepare comprehensive monitoring reports documenting findings, areas of concern, and recommendations. Classify issues appropriately as findings, concerns, or observations based on severity and regulatory impact. Review and evaluate subrecipient corrective action plans for adequacy and feasibility. Track corrective action implementation and conduct follow-up reviews to verify resolution. Maintain organized monitoring files and documentation in compliance with record retention requirements.
Risk Assessment:
Conduct annual risk assessments for all subrecipients using established risk factors and scoring methodology. Analyze risk indicators including audit results, prior monitoring findings, staff turnover, and funding levels. Recommend monitoring frequency and intensity based on risk assessment results.
Audit Coordination:
Review subrecipient single audit reports for findings related to OEO-funded programs. Track subrecipient audit submission compliance and follow up on delinquent submissions. Monitor resolution of audit findings and management decisions.
Technical Assistance:
Provide technical assistance and guidance to subrecipients on federal grant requirements. Assist with development and delivery of compliance training workshops and webinars. Develop compliance tools, checklists, and guidance documents for subrecipient use.
Other duties as assigned as related to the position
Knowledge of:
• 2 CFR Part 200 and federal grant regulations.
• Internal controls, audit procedures, and risk assessment methodologies
Skill in:
• Strong analytical skills and attention to detail.
• Excellent written communication skills for report preparation
Ability to:
• Collaborate effectively with diverse teams and stakeholders, including technical and financial staff.
• Identify potential compliance issues and implement corrective actions or risk mitigation strategies
• Bachelor's degree in Accounting, Finance, Public Administration, Business Administration, or related field
• Minimum 2 years of experience in grant compliance, auditing, monitoring, or related field
• Experience with federal grant programs and 2 CFR Part 200 preferred
Valid Driver's License.
