In this Management and Program Analyst position you will become a key team member of Homeland Security professionals involved in assisting policy makers in developing, evaluating, analyzing, and interpreting policies to resolve complex resources and evidence building problems of agency wide significance and impact; analyzing major administrative aspects of substantive, mission-orientated programs; generating and applying new hypotheses and concepts to improve effectiveness and efficiency of operations; and resolving complex policy questions.

Specialized Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:- Supporting planning, programming, budgeting, and accountability activities by monitoring and reporting progress toward organizational goals.
- Assisting in updating planning, programming, budgeting, and accountability policies and providing resource management advice to leadership.
- Delivering briefings and presentations to management on program resource requests.
- Helping integrate evidence-based management techniques into planning, programming, budgeting, and accountability processes per the Evidence Act.
- Conducting analytical studies to assess and recommend improvements to planning, programming, budgeting, and accountability and related policies.

Responsibilities:
Joining Customs & Border Protection (CBP) will allow you to utilize your expertise in providing expert knowledge, substantiative expertise in methods, practices, laws, regulations, and policies affecting the Planning, Programming, Budgeting and Accountability (PPBA) framework for CBP. This position starts at a salary of $121,785.00 (GS-13, Step 1) to $158,322.00 (GS-13, Step 10). - Facilitating and integrating CBP Planning, Programming, Budgeting, and Accountability (PPBA) phase activities and resource management across the agency.
- Developing methods to monitor, assess, forecast, and report progress toward achieving organizational PPBA goals and objectives.
- Supporting the advancement of research, evaluation, and answering questions of strategic importance to CBP and DHS leadership; and planning, advising on, and/or implementing program evaluations conducted under the Evidence Act.
- Supporting the advancement of evidence and evaluation capacity building in CBP, including integrating evidence-based management techniques in accordance with the Evidence-Based Policy Making Act.
