Duties

  • Execute selected projects directing scope development plus design meetings leading into bid document preparation for contractor evaluations.
  • Acts as Contracting Officer's Representative to manage construction or maintenance contracts while promptly resolving non-technical issues.
  • Uses manual or Computer Aided Drafting Design systems to update completed project developing working drawings for architectural, structural, electrical, mechanical construction systems.
  • Develops detailed project cost estimates for upcoming contracts for construction or repair or maintenance.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Employee may be required to travel up to 15% of the time for business or training.
  • Employee may be required to lift up to 39 lbs. during the normal course of daily duties.
  • A Tier 1 non-sensitive low risk background is required throughout the appointment.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.

Specialized Experience:One year of specialized experience which includes:1) Manage basic construction projects from initial planning to completion such as construction or repair or maintenance; 2) Oversee contractors ensuring work complies with safety rules and contract specs for construction or maintenance service contracts; and 3) Use using Computer Aided Drafting Design software to create blueprints with clear drawings for construction or repair or maintenance projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS 08.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-8).
