About the Role

Under the direction of the Deputy Commissioner for Administration, the Associate Commissioner for Financial Administration is a key leader within the Division of Administration and is responsible for establishing policies, procedures, and processes for the management of the Bureau of Financial Administration. Financial Administration’s responsibilities include operating and capital budgeting, accounting, contracting, fixed asset inventory and reporting, special financing, management of capital funding for OGS, and selected financial services for the hosted agencies.

The Associate Commissioner is an OGS Executive Leadership Team member and serves as a primary liaison to the Division of the Budget and the Office of the State Comptroller (OSC) for OGS and OGS-hosted agencies. In the absence of the Deputy Commissioner, the Associate Commissioner serves as Financial Administration’s primary point of contact for the Commissioner and the Executive Deputy Commissioner of OGS.

The Associate Commissioner will ensure full transparency in financial functions, build strong partnerships with external stakeholders, collaborate with internal stakeholders across Divisions, build a responsive internal service portfolio of financial operations, and focus on strengthening our team and financial operations succession planning. The ideal candidate will demonstrate proficiency with the NYS Statewide Financial System, understanding of the annual budget cycle, familiarity with provisions of law governing financial operations, an understanding of capital funding mechanisms and a willingness to challenge status quo and lead change.

Key Responsibilities

The Associate Commissioner for Finance will plan, direct, coordinate and evaluate agency budgeting, fiscal operations, expenditure control and business administration activities to ensure that Agency financial resources are managed properly and in accordance with state and federal laws, rules and regulations. The Associate Commissioner will manage the development and evaluation of new methods to better utilize agency-wide resources and improve financial management within each Division. Lead efforts will include: oversight of the Executive Budget development, budget negotiations and enacted budget implementation for OGS; develop and communicate financial policy guidance and procedures to OGS and hosted agency leadership; advise OGS leadership with respect to developing fiscal policies, improving budgetary reporting, improving programs and cost-effectiveness; oversee coordination and preparation of mandated federal and state reports; review and respond to requests for information from the Executive Chamber, legislative fiscal committees, DOB, OSC and other entities.

Financial administration consists of 53 employees across five portfolios:

  • Bureau of Budget Administration submits annual operating and capital budget requests to DOB for OGS and four hosted agencies. Budget ensures agency spending stays within legislated appropriation and cash/segregation limits.
  • Bureau of Accounting oversees sole custody investment accounts, the Cashier’s Office, and OGS accounts receivable and prepares financial reports for various revenue-generating programs and other hosted agencies. It is also responsible for procurement and travel card applications and changes and State Financial System (“SFS”) role updates. Within the Accounting unit, the Bureau of Capital Assets is responsible for reporting the Statewide Capital Asset Inventory to OSC.
  • Agency Procurement Office (“APO”) conducts and coordinates procurement and grant activities for OGS and certain hosted agencies. This unit is not to be confused with Procurement Services, which develops centralized contracts for State agencies, including OGS and other authorized users.
  • Risk & Insurance Management (“BRIM”) provides professional commercial insurance services and guidance on contractual risk management and insurance needs for government agencies, authorities, and public benefit corporations. BRIM develops contractual insurance requirements for internal OGS customers including APO, Procurement Services, Design and Construction, and Real Estate Services.
  • Capital Budgeting Unit is dedicated to developing and managing a five-year capital plan and responsible for Division of Real Estate’s and Division of Design & Construction’s projected and actual budget and cash management throughout the fiscal year. This unit directly liaises with DRE and D&C, as well as stakeholders at the NYS Division of the Budget project tracking and expenditure scheduling for the entire portfolio of capital construction projects.

Minimum Qualifications

13 years of progressively responsible management experience in a complex organization. Management experience must include supervision of professional staff, oversight of multiple processes, internal and external communications, and strategic planning. Experience with NYS-specific procurement and Civil Service rules is preferred.

Substitutions: Candidates will be awarded with equitable experience, noted below, for possessing a graduate or advanced degree as follows:

  • Associate – 2 years’ experience,
  • Bachelor – 4 years’ experience,
  • Master – 5 years’ experience,
  • Juris Doctorate (J.D.) – 6 years’ experience,
  • Doctor of Philosophy (PhD) – 7 years’ experience.

The ideal candidate will possess the following knowledge, skills, and abilities:

  • Ability to drive the Bureau of Financial Administration, through exceptional management skills and the ability to make strategic decisions pertaining to staff and procedures.
  • Familiarity and direct experience working within the NYS Civil Service environment and in accordance with NYS Finance Law provisions.
  • Demonstrate success in building and maintaining coalitions and relationships with both external and internal stakeholders.
  • Effective written and oral communication and high degree of responsiveness.
  • Creativity, adaptability, resourcefulness, and politically astute.
  • Critical decision-making skills, with the ability to process information and commit to a definite course of action.
  • Proven ability to think strategically, work collaboratively, and maintain humor and grace under pressure.
  • Ability to use an equity lens and framework to create inclusive, diverse, and safe workspaces and programs.
