Job Description

The Neighborhood Contract Manager (NCM) will be responsible for cost estimates, scoping physical work and performing physical inspections of work performed. This role reports directly to the Neighborhood Administrator and will work closely with Supers and other Property Management staff to oversee contractors and contracted work at the development level. The NCM will also coordinate with central procurement to ensure contracted work is performed ethically and at a reasonable cost.

Oversight of Contracts
  • Reviewing requisition packages from developments, using a cost estimation tool to ensure quotes are reasonable.
  • Assessing scopes of work to determine the optimal procurement pathway.
  • Reviewing contractors' submissions of subcontractors for approval and ensuring agency review.
  • Authorizing the issuance of work to vendors.
  • Reviewing contractor payments.
  • Managing vendor communication regarding non-performance.

Oversight of Contracted Work
  • In-person QA of construction work necessary for rehabilitating, renovating and maintaining public buildings, structures, infrastructures, facilities and grounds.
  • Ensuring Supers are maintaining contract document folders.
  • Ensuring development staff are taking before and after photos of all vendor work.

Support for Property Management Throughout the Contracting Process
  • Providing technical support to developments with scoping, cost estimating, and vendor negotiation.
  • Ensuring development staff are documenting vendor performance.
  • Documentation review and submission to ensure cost effectiveness and quality work performance.
  • Recording lessons learned and implementing process improvements.
  • Collaborating with other NCMs to update a cost estimating tool to ensure proposed scopes of work and pricing are appropriate.

This role will involve physical activities such as:
  • Walking to and from inspection sites and during inspections.
  • Climbing and descending ladders or stairs to get to areas to be inspected.
  • Standing for extended periods of time; working in confined areas; wearing hard hats and other protective clothing in construction areas; bending and stooping during inspections; climbing over and around various objects; working in areas that may be hot, cold, damp, dark, dusty, smoky or acrid; working outdoors, including in natural areas, in all kinds of weather.
  • Potentially coming into contact with rodents and/or insects; may be required to wear DEET.

ESTIMATOR (GENERAL CONSTRUCTIO - 20122


Minimum Qualifications


1. A four-year high school diploma or its educational equivalent and seven years of full-time satisfactory experience in general construction estimating; or

2. Education and/or experience equivalent to "1" above. Undergraduate college credit can be substituted for experience on the basis of 30 credits leading to a baccalaureate degree from an accredited college in civil engineering, civil engineering technology, architecture or architecture technology for one year of experience, up to a maximum of four years of acceptable experience. Full-time satisfactory experience in civil engineering or architecture will be credited on a year for year basis up to maximum of five years of acceptable experience. However, all candidates must have a four-year high school diploma or its educational equivalent and two years of full-time satisfactory experience in general construction estimating.
