Your Team

The mission of the Office of Housing Access and Stability (HAS) is to ensure fair, efficient, and transparent access to affordable housing. HAS provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. HAS is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings. The Office of Housing Access and Stability (HAS) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation.

The Division of Housing Stability helps to ensure that formerly homeless tenants entering affordable housing (supportive and non-supportive) and owners of such housing have the necessary tools to successfully transition tenants into their new homes and maintain their tenancy. It administers and monitors project-based rental assistance contracts, including ~$50MM in Continuum of Care (CoC) rental assistance, Section 8 Project Based Vouchers, and NY 15/15. The unit also manages HPD’s role in the NYC CoC, oversees HPD’s Housing Retention and Stabilization programs, and works to secure funding to expand these services to a broader scope of households.

The Division of Housing Stability helps to ensure that tenants entering affordable housing (supportive and non-supportive) have the tools they need to successfully transition into their new homes and maintain their tenancy.

The Continuum of Care (CoC) team within Housing Stability is the grantee/recipient of 44 Housing and Urban Development (HUD) grants. These grants provide project-based rental assistance for permanent supportive housing projects that are operated by non-profit agencies/subrecipients.

Your Impact

As the Deputy Director of CoC Monitoring, the selected candidate will provide oversight and management of

the CoC grant monitoring process, promote understanding and implementation of CoC program rules amongst internal and external stakeholders, and assist with grant administration duties including HUD monitoring and the Single Audit. The Deputy Director of CoC Monitoring will also provide on-site and administrative monitoring of the subrecipient programs to ensure compliance with the terms of funding and proper implementation of required policies such as Housing First, Equal Access, Fair Housing and more.

Your Role

The role as Deputy Director of CoC Monitoring will involve supervising CoC Compliance Analysts and providing oversight of the overall monitoring process. Depending on staffing resources, the selected candidate may also be directly responsible for monitoring some of the portfolio. The selected candidate will also train subrecipients on HUD regulations that govern the CoC program.

Your Responsibilities

  • Responsible for ensuring subrecipient programs receiving CoC grant funds administered by HPD are monitored on an annual basis in line with HUD terms of funding and HPD policies and procedures.
  • Support and supervise the Compliance Analyst(s): provide expertise relating to CoC program rules and regulations.
  • The ability to understand, interpret, and apply law, rules, regulations, policies and/or procedures.
  • Assist the Compliance Analyst(s) in assessing and evaluating subrecipient performance in line with program requirements.
  • Review and approve monitoring methods, findings, outcome reports and corrective action plans.
  • Support the Compliance Analyst’s administrative and learning needs and ensure performance standards.
  • Identify subrecipient training needs and coordinate and facilitate information sessions

and workshops for program staff to promote better understanding of CoC program rules and regulations, HPD policies and procedures, and to promote best practices.

  • Share knowledge and guidance on CoC related matters with both internal and external stakeholders.
  • Keep abreast of developments in HUD regulations, trouble shoot issues and analyze and recommend solutions relating to complex procedural and compliance issues.
  • Work collaboratively with a variety of internal and external stakeholders and take a lead

in representing the agency in committees, working groups, or community meetings to build strong working relationships and promote best practices.

  • Oversee fiscal compliance; review subrecipient match and fiscal information as part of the annual NOFO submission, facilitate requests relating to Single Audit requirements, and ensure HPD reports on subgrants in line with federal reporting requirements.
  • Manage the Unit’s response to the City’s Single Audit and HUD monitoring processes. Work with subrecipients, data systems and other divisions within HPD to provide required documentation to auditors / monitor.
  • Responsible for preparing, updating and implementing the CoC Monitoring Plan, monitoring tools, guidance and training materials, and other departmental policies and procedures as required.

Preferred Skills

Authorization to work in the United States is required for this position. Minimum Qualifications

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
