The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of

children and families through child welfare and juvenile justice services and community supports. ACS

manages community-based supports and foster care services and provides subsidized childcare

vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS

oversees detention, placement and programs for youth in the community.

The Contract Management Unit within the Division of Child Protection (DCP) is responsible for the

comprehensive oversight and administration of a contract portfolio, which currently includes 21 major

contracts valued at over $22 million. This unit plays a critical role in ensuring the effective delivery of

essential human services, particularly those that support Child Protective Services (CPS) in addressing

complex family needs related to mental health, substance use, and domestic violence, food insecurity,

crisis debriefing, therapeutic supervision.

The Contract Services Liaison serves as a key member of the Division of Child Protection (DCP) Contract Management Team, providing critical support to ensure the delivery of high-quality contracted services that are effective, efficient, and compliant. This role helps facilitate timely and appropriate payments for contracted services and works closely with Procurement on Requests for Information (RFI), Requests for Quotes/Qualifications (RFQ/RQI), and related procurement activities. The ideal candidate will have experience working with human services providers, not-for-profit organizations, for-profit vendors, MWBE businesses, and other contractors providing essential services to New York City.

Under the supervision of the Assistant Commissioner of DCP’s Child Welfare Programs,

the Principal Administrative Associate II/ Contract Services Liaison will be responsible for the following:

  • Invoice Review and Payment Processing: Review detailed contractor invoices for accuracy and completeness. Identify discrepancies or gaps and clearly document approvals or disapprovals in the City’s Passport System.Track invoice status to ensure timely payment processing.
  • Contract Development and Administration: Draft and review contract scopes of work to ensure clear deliverables and compliance with agency policies and legal standards. Support contract negotiations, amendments, and modifications as needed.
  • Stakeholder Collaboration: Partner with internal stakeholders including Finance, Legal, Procurement, Program staff, and other agency divisions to gather requirements and ensure contracts align with organizational and divisional needs. Collaborate with external stakeholders, including human services providers, not-for-profit organizations, for-profit vendors, MWBE businesses, oversight entities, and community partners to support effective contract implementation and service delivery. Serve as a liaison between the agency and contracted providers to facilitate clear communication, resolve issues, and promote strong, professional working relationships.
  • Compliance and Risk Management: Monitor contracts to ensure compliance with applicable laws, regulations, and agency policies. Identify potential contractual risks and develop mitigation strategies.

Address contract-related disputes and work toward timely resolution.

  • Budget and Performance Monitoring: Review contract budgets to identify shortfalls or underspending.

Track financial trends quarterly and year-over-year. Monitor contractor performance to ensure adherence to contractual obligations and service level agreements.

  • Reporting and Documentation: Prepare and present reports on contract performance, compliance, financial status, and overall progress to management and stakeholders. Maintain accurate and thorough documentation in all relevant systems. – S drive.
  • Training and Continuous Improvement: Provide guidance and training to internal staff on contract policies and procedures. Identify opportunities to streamline processes and improve efficiency in contract management practices.
  • Systems and Research: Access, review, and record information in City of New York systems, including PassPort, FMS, CS900, CityTime, LTS, MS Teams, and other digital platforms. Conduct research to address contracting questions using internal systems, internet resources, telephone outreach, and collaboration with internal partners.
  • Communication and Professional Relationships: Communicate clearly, professionally, and with sensitivity, both orally and in writing. Build and maintain collegial and professional relationships with coworkers, vendors, business partners, oversight entities, and community stakeholders.

Preferred Skills

The preferred candidate should possess the following:

  • Excellent communications skills
  • Knowledgeable in Microsoft Office, proficient in Excel, Word and Outlook
  • Ability to deal tactfully and effectively with diverse constituencies
  • Familiarity working with NYC’s diverse communities
  • Knowledge of the NY State Connections comprehensive case management system, or other

automated child welfare system

  • Bilingual ability to communicate clearly in Spanish or other languages is considered a plus for this

position

Minimum Qualifications

  • A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
  • An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
  • A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
  • Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
