Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/24/2026.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.

Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.

Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

Responsibilities:
Supervisory Duties- Serves as first line supervisor for six (6) supervisors, who supervise the engineering employees in the Plumbing Shop, Electric Shop, Mechanical/HVAC shop, Carpentry/Locksmith Shop, Boiler Plant Shop, and the In-house Projects Shop. The incumbent's duties include continuous supervision and direction, daily personnel oversight, prioritizing day to day work assignments, review of the quality and quantity of the work production of the supervisors, and evaluation of the supervisors with input from the Service Chief and the Assistant Chief.
- Responsible for the implementation and management of an effective utility operation, maintenance and repair program of all buildings, personal property and building service equipment at the Northport VA Medical Center.
- Plans, direct, schedule, and supervise work by the Plumbing Shop, Electric Shop, Mechanical/HVAC shop, Carpentry/Locksmith Shop, Boiler Plant Shop, In-house Projects Shop, and the work completed by contractors at the Northport VA Medical Center.
- Hears grievances, provides customer service, reviews disciplinary actions, identifies, and provides training, evaluates contractor work, approves within grade step increase, recommends overtime when deemed necessary to complete urgent work, and recommends awards and position classifications.
- Responsible for the implementation and management of an effective utility operation, maintenance and repair program of all buildings, personal property and building service equipment at the Northport VA Medical Center.
- Directs facilities management regulatory programs including the Joint commission and applicable state, local and federal codes, and standards.
- Provides administrative management within the mentioned departments including developing and approving operational budgets, in addition to providing human resources management and oversight of federal, state and compliance related policies that directly impact the agency's accomplishments.
- Responsible for assuring the continuous operation of services which include Utilities Management and the Medical Center water distribution system that includes an extensive potable water main system, fire suppression system, chlorination, water softeners, chemical treatment system, and filters, and for ensuring the water system meets VA and DOH standards.
- Responsible for the operation of the Facility Management motor pool to include shop vehicles and management of heavy equipment including multiple lifts.
- Responsible for the Medical Center Utility Management Program. The components of this program include electrical distribution systems, all emergency generators, water sewer system, heating, ventilation, air conditioning, fire detection and suppression, nurse call, elevators, and communication systems.
