Net Community Care is a division of Northeast Treatment Services (NET), a non-profit organization serving the Philadelphia region. As a designated Community Umbrella Agency (CUA) for the Department of Human Services, Net Community Care operates CUA1 and CUA7, providing comprehensive child welfare services focused on safety, permanency, and family well-being. Grounded in trauma-informed care and cultural humility, Net Community Care works to stabilize families, support youth development, and ensure children can grow in safe, nurturing, and permanent homes. SUMMARY:
The CUA Director plays a critical role in advancing the City’s Improving Outcomes for Children (IOC) initiative. This role is responsible for ensuring high-quality child welfare service delivery in designated regions (22nd and 25th police districts) and fostering deep engagement with community-based agencies, local leaders, and stakeholders. The Director guides the strategic and operational implementations of child welfare services while driving community-centered, family-focused outcomes in safety, permanency and well-being.
MINIMUM QUALIFICATIONS:
Master’s Degree in a Human Services-related field required.
Minimum of 10 years of experience in the child welfare system.
Minimum of 5 years of supervisory or senior management experience.
Strong interpersonal, written, and verbal communication skills.
Valid driver’s license required.
Bilingual preferred, not required.
Knowledge of government regulations preferred.

The CUA Director is expected to be a visible and approachable leader – actively engaging with staff at all levels, supporting morale, and fostering an environment rooted in accountability and care. This includes attending team meetings, responding to emerging case issues, collaborating across departments, and making sure the organization remains aligned with best practices in child welfare. A successful CUA Director plays a hand-on role daily – providing supervision and guidance to direct reports, tracking and managing fiscal activity and expenses, maintaining ongoing communication with DHS, and ensuring contract and performance expectations are being met.
