The Manager, Policy and Data Analyst, Policy and Programs is responsible for identifying opportunities to use data to inform public policy and program implementation and exploring creative ways to communicate these findings to stakeholders in a variety of forums, including through presentations (virtual and in person), comments, and written materials. A Day in the Life of This Role

In this role, you will be responsible for analyzing energy data and developing materials to inform policymakers and stakeholders on recommendations, best practices, and innovation in energy efficiency and demand response programs, as well as rate design in the NEEP region.

This role translates complex energy efficiency and rate design data into actionable insights that drive program improvements, inform policymakers, and demonstrate the value of energy efficiency and demand-side resources to stakeholders. The Manager, Policy and Data Analyst, Policy and Programs will craft, research, and prepare reports and analyses that advance NEEP's energy efficiency, rate design, and affordability priorities. This position will be expected to be able to work independently on projects that include but are not limited to: evaluating energy efficiency programs' success and spending, compiling regional data to compare programs, and responding to policy needs as identified by NEEP states and other stakeholders. This position should also be ready to proactively identify policy needs as they develop within NEEP's region and identify ways for NEEP to engage, including preparing presentations and/or comments to increase the visibility and understanding of NEEP strategies and goals. The Manager will be expected to respect and uphold NEEP's core values. This position will report to the Director, Policy and Programs.

What NEEP Is Looking For In a Candidate

  • 5 years or more of experience in data analysis with at least one year of experience in project management or comparable outside work experience
  • Advanced degree or similar work experience
  • Experience in data analysis and strong quantitative skills
  • Preference will be given to candidates with knowledge of energy efficiency programs, utility operations, or demand-side management, including knowledge of NEEP's role in relation to other stakeholders
  • Demonstrated ability to collaborate internally and externally, and develop excellent working relationships with regional partners, industry leaders, and other partners
  • Strong communication skills with the ability to present data-driven findings to non-technical audiences
  • Experience with researching and preparing quantitative data in the form of written reports or presentations to advance NEEP's priorities, including efficiency, rate design, and grid flexibility
  • Ability to proactively identify policy needs as they develop in the states and identify ways for NEEP to engage, including preparing presentations and/or comments to increase the visibility and understanding of NEEP strategies and goals
  • Oversee project teams including external contractors to develop high-quality research and written products on affordable and equitable energy efficiency and decarbonization strategies
  • Facilitate and coordinate the activities of working groups or committees; develop reports, presentations, and relevant follow-up

Salary Range: The salary for this role is competitive and commensurate with experience, offering a range of $70,000 to $80,000 annually.

Applicants must reside in one of NEEP's 13 states/jurisdictions in the Northeast and Mid-Atlantic region (Connecticut, Delaware, District of Columbia, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, West Virginia).

The position is exempt and scheduled 40 hours per week
