Title: Division Director, Clinical Services / Nurse Administrator
Northeast Arc is seeking a dedicated Registered Nurse experienced in Home Care and Health Care Administration to lead our Clinical Services Division!
Job Summary: Appointed by the Board of Directors as delegated to the Clerk (non-voting Board member) and Chief Operating Officer – to serve as the Home Health Agency Administrator. Oversees the day-to-day clinical operations to ensure safe, high-quality patient care and compliance with all applicable federal, state, and accreditation standards, including CMS Conditions of Participation, regulatory requirements, contractual obligations, and policy development and implementation. Works closely and in support of the executive team, and as a member of the senior leadership team.
Major Responsibilities
BA/BS degree required. Registered Nurse (RN) in the state of Massachusetts. Minimum of 8–10 years of relevant professional experience in providing clinical home health care.
Skills, Knowledge And Abilities
This role requires extensive experience working in program design and budget development. The ideal candidate will demonstrate a superior ability to develop innovative solutions, take initiative, and make key contributions. Strong negotiation skills are essential, particularly in working with Commonwealth and private contracts. The position demands exceptional interpersonal, organizational, and problem-solving abilities, with a proven track record of working effectively both independently and collaboratively. Strategic and planning skills are critical, including the capacity to think tactically on both organizational and systemic levels over multi-year horizons. The candidate must maintain licensing standards as outlined by funding agencies and possess the ability to liaise with a variety of funding sources, families, and interagency partners. Proficiency in Microsoft Office products, EHR systems, and databases is required.
Physical Demands
Requires someone to sit for long periods of time, talk on the phone and enter information into the computer for at least 70% of their day. Infrequent light physical effort required.
Work Environment
Work performed in an office environment.

Major Responsibilities
- Accounts for all financial planning, budget development, and monitoring of expenses for the Clinical Services program, ensuring alignment with Nursing operations, staffing needs, and the service requirements of Private Duty Nursing and Home Care programs overseen by the Director.
- Explores, develops, designs, and implements innovative program development and expansion. Identifies potential new revenue sources across various settings including Private Duty Nursing and Home Care, incorporating Nursing insights and feedback to strengthen long-term sustainability.
- Establishes strategic direction for the division, establishes measurable goals, and holds self and team accountable. Applies Director-level leadership grounded in Registered Nurse (RN) and Nursing workforce needs and operational standards.
- Oversees staff development, assesses workforce effectiveness, and establishes appropriate staffing patterns and qualifications. Leads recruiting, training, and retention for Registered (RN) and Nursing staff, ensuring all hiring and separation decisions within Clinical Services meet regulatory and program needs.
- Acts as an active member of the Senior Leadership team and Joint Agency Management Team (JAMM), fully participating in agency planning while representing Nursing and Home Care considerations at a Director level.
- Serves as the primary contact during audits, investigations, and external reviews. Leads preparation and response efforts tied to accreditation, licensing, and certification requirements for Registered Nurse (RN) practice and Private Duty Nursing compliance.
- Ensures a Clinical Manager is available during all operating hours (24/7/365) and provides emergency support as needed to maintain continuity of Nursing operations.
- Other duties and projects as assigned.
