The primary purpose of this position is: To serve as the division Security Specialist, providing oversight and management of multiple security disciplines (information, personnel, industrial, physical, computer, operations and communications security) in support of the organization'scompartmented information handling requirements.




Qualifications:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of the mission, objectives, terminology, and management practices of the organization and recognize probable areas of interaction and overlap between mission goals. Knowledge of the policies, organization, operations, work practices, and physical security parameters of regulated industries, Federal agencies, states, or other entities to provide information, evaluate compliance, and recommend changes and control measures. Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems. Knowledge of a broad range of security program relationships, and expertise in information, personnel, industrial and physical security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive posed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge gained through experience and/or technical schooling of DoDI security program standards and practices in support of physical, information, and personnel security, organizational management, and basic financial management. Skill in using analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and effectively evaluate results for the successful management and completion of program projects.
2. Knowledge of security plans and procedures (such as standard operating procedures, system security, deployment, and OPSEC plans) for personnel and facilities that support compartmented programs and SCI material. Knowledge of the DoD Foreign Clearance Guide, Joint Travel Regulations (JTR), Joint Federal Travel Regulations (JFTR) and Defense Finance and Account Services (OFAS) policies and procedures; DOD, Services and Joint organizational structures, USNORTHCOM, state and federal organizations, and other pertinent interagency organizations.
3. Skill in using analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and effectively evaluate results for the successful management and completion of program projects.
4. Skill in effective interpersonal communication in order to navigate complex issues and maintain effective relationships with management officials, co-workers, customers, and others to ensure cooperative resolution of problems and provide effective coordination of activities. In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.
5. Ability to effectively plan, coordinate, manage and organize various program activities and administrative requirements with competing deadlines at the higher headquarters level in support of General & Flag Officer requirements.
6. Ability to work in a high stress environment supporting senior military officers and civilians, such as those who are the principle operational advisors to a geographic combatant commander. Ability to assemble, compose, coordinate, and track information for routine reports, inquiries, and related correspondence and meet related deadlines. Ability to communicate effectively both orally and in writing to create and present graphic presentation, documents, reports, letters, and various other correspondence, using Microsoft Office programs to include Outlook, Excel, Word, and PowerPoint.

Other significant facts pertaining to this position are:
1. A Top Secret/Special Sensitive clearance is required for this position. The employee is required to possess and maintain a Top Secret/Special Sensitive as a condition of employment.
2. This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
3. Travel by military and/or commercial aircraft may be required in attending training, visiting other activities, and/or attending conferences.
4. Employee may be required to work overtime and/or be "on call" after normal duty hours, which may include evenings, weekends or holidays and is subject to short- or no-notice recall to duty during exercises, crises, or contingencies.
5. Thisposition isdesignated as a key position IAW AFI 36-507. Dutiesof this position are essential tothe accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if an alternative for . filling the position during an emergency is not available.
6. IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME). ME personnel perform a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency or during hazardous weather conditions to keep critical operations functioning. T
7. Department of Defense Security Fundamentals Professional Certification conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

1. Implements security plans, and procedures (such as standard operating procedures, system security, deployment, and OPSEC plans) for personnel and facilities that support compartmented programs and SCI material.
2. Inspects workspaces where security processes and methods are known to the employees and ensures security programs are operated effectively to prevent violations and deficiencies.
3. Provides advice and guidance to division personnel on administrative, clerical, and procedural requirements and instructions. Prepares, reviews and processes incoming and outgoing correspondence, material, publications, regulations, and directives.
4. Prepares the organizations monthly budget reports showing status, including analysis of funds allocated, committed, and unfunded. Provides funding advice and recommendations tothe supervisor.
5. Prepares and coordinates, as appropriate, executive level responses to taskings related to support and financial operations for the principal advisor to the USNORTHCOM Commander on all matters relating to requirements, analysis, and resources.
