  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
  • This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.
  • IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME). ME personnel perform a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency or during hazardous weather conditions to keep critical operations functioning. These personnel are required to report for duty at normal times when the base is closed or if delayed reporting is directed and remain on duty during phased or early release
  • YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of the history, physical, and geopolitical environment of the Arctic, including current and emerging Arctic region military threats to the United States, allies, and partner nations. The incumbent is responsible for maintaining situational awareness of any activity with potential impact to DoD interests. Advanced knowledge of Canada's Arctic and Northern Policy Framework and the Arctic strategies of Arctic nations as well as other nations with Arctic interests (e.g., China) for conducting detailed mission analysis and determining appropriate OAE&I's for achieving NORAD and USNORTHCOM Campaign Plan objectives. Expert knowledge of the missions, roles, functions, organizational structures, and operation of DOD, Joint Staff, combatant command, and Service missions and organization required to effectively support the development of planning products and to serve as an effective Arctic subject matter expert for the military Services, USNORTHCOM components, and other organizations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of a wide range of United States national, DOD, other Federal agency, and military Service Arctic policy documents, with an emphasis on emerging guidance influencing the U.S. and DOD role in the Arctic. Knowledge of the history, physical, and geopolitical environment of the Arctic, including current and emerging Arctic region military threats to the United States, allies, and partner nations.
  2. Knowledge of the missions, roles, functions, organizational structures, and operation of DOD, Joint Staff, combatant command, and Service missions and organization.
  3. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior leadership use and decision making.
  4. Knowledge of interagency relationships and operations to integrate and synchronize with multiple agencies, Alaska Native Tribal representatives, and public and private sector partners. Knowledge of Joint Air Operations doctrine for operations and training, including utilization of various options for command and control of air operations.
  5. Ability to communicate effectively and diplomatically in speaking and in writing, from public leadership forums to interpersonal electronic communication, and as an ambassador for the commander in public and private settings.
  6. Knowledge of and experience with the Joint Planning Process to lead, organize, and contribute to planning functions without direct oversight.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

The primary purpose of this position: To serve as the Arctic Advisor and Air Planner for Alaskan Command (ALCOM), Directorate of Plans, Policy, and Programs at a United States Northern Command (USNORTHCOM) subordinate unified (subunified) command. Responsible for leading development of the air-centric domains of homeland defense (HD) and defense support of civil authorities (DSCA) plans and operations as well as managing the development of ALCOM outyear Homeland Defense Campaign Order (HDCO) operations, activities, exercises, and investments. As ALCOM Commander's Arctic Region Advisor and Subject Matter Expert, delivers current situational understanding to the commander in support of the North American Aerospace Defense Command (NORAD), USNORTHCOM, and ALCOM mission areas of responsibility.

Duties:
  • Serves as an Air Planner and Air Domain Subject Matter Expert (SME).
  • Serves as the Arctic Region Advisor and Subject Matter Expert, delivering current situational understanding and Arctic activity forecasts to the commander in support of NORAD, USNORTHCOM, and ALCOM mission areas.
  • Serves as the ALCOM Out-year Homeland Defense Campaign Order (HDCO) Coordinator.
  • Serves as liaison officer to the Ted Stevens Center (TSC) for Arctic Security Studies.
