Summary or Purpose
Provides managerial oversight of the operation and maintenance of the North Slope Borough’s Fuel & Natural Gas systems, ensuring reliable, safe, and cost-effective energy services in support of public health, safety, and welfare.

Plan, direct, and oversee the operational, maintenance, and safety activities of the Fuel and Gas functions within the Utilities Division.
Develop, implement, and enforce policies and procedures for safe handling, storage, and distribution of fuel and natural gas.
Assist in the preparation and administration. and monitoring of the Division's annual budget, budgetary control, and monitoring expenditures.
Ensure compliance with local, state, and federal laws, regulations, and reporting requirements: including U.S. Department of Energy EIA reports, Power Cost Equalization documentation, State Department of Environmental Conservation reports, and other required regulatory filings.
Develop, implement, and monitor preventative maintenance programs for fuel and gas facilities and systems to ensure system reliability and longevity.
Review, analyze, and revise policies, procedures, and operational practices to ensure conformance with changing regulatory requirements and North Slope Borough ordinances and policies.
Assist in the development and improvement of the Division services and programs, including rate schedules, fees, cost-of-service studies, revenue forecasting, and utility and energy master planning.
Oversee and monitor operating and service contracts; review and approve purchases and ensure compliance with contract terms.
Promote service reliability by supporting workforce development initiatives, including oversight of technical and professional training for Division staff.
Develop emergency response and risk mitigation plans for system failures, leaks, or safety hazards.
Develop and implement cost-effective energy efficiency, conservation, load management, and alternative energy initiatives related to fuel and gas systems.
Serve as a liaison between the Division and other Public Works divisions, North Slope Borough departments, village governments and corporations, customers, regulatory agencies, and external stakeholders.

Knowledge of North Slope Borough organization, operations, policies, and procedures.
Knowledge of fuel and natural gas utility operations, regulatory compliance, and energy service delivery.
Skill in using personal computers and a variety of software applications.
Skill in working under pressure of deadlines and establishing and maintaining cooperative working relationships.
Skill in working with public utility boards, regulatory agencies, and stakeholders involved in energy services.
Ability to establish and maintain effective working relationships with co-workers, other Borough employees, and representatives from local. state, and federal agencies. Proficiency in the lnupiaq Language is preferred.
Ability to obtain site-specific Resource Conservation and Recovery Act (RCRA) training in accordance with 40 C.F.R. § 265.16 within the probationary period.Education, Experience, Certifications and Licenses Required
Bachelor's degree in engineering, management, business administration, or a related field; OR
High School Diploma or G.E.D., and six (6) years of experience in a related industry, preferably in an Arctic environment.
Valid Alaska Driver's License that meets North Slope Borough insurance criteria.
Possession of, or ability to obtain, a valid Alaska Commercial Driver's License (COL) within six (6} months of hire;
Required to obtain Incident Command System (IS) 100, IS 200, lS 300, IS 400, IS 700 and IS 800 within 2 years of hire;
Required to obtain CPR, AED, and First Aid Certifications within 6 months of hire
