What are the responsibilities and job description for the Assistant Water/Sewer Systems Manager position at North Slope Borough?

Assist in directing and monitoring daily operations and maintenance of water treatment, water distribution, and wastewater collection systems.
Assist in developing procedures, systems, and operational priorities to improve efficiency, service reliability, and regulatory compliance.
Assist in developing, implementing, and monitoring a comprehensive preventative maintenance program for all water and sewer facilities.
Fill in for supervisors or the Water/Sewer Systems Manager during absences, vacations, or emergencies.
Supervise assigned supervisors and administrative support staff.
Oversee technical, safety, and professional training programs for employee certifications.
Assist in the preparation, monitoring, and administration of the division's annual operating budget.
Assist with monitoring contracts. Assist in ensuring compliance with applicable OSHA, EPA DOE& DEC rules and regulations.
Attend meetings. hearings. and public sessions as required.
Assist with timesheet review and work assignment delegation. and scheduling.
Will be required to travel to all North Slope communities.
Perform other duties as assigned.Knowledge of North Slope Borough organization operations, policies, and procedures.
Knowledge of water and wastewater utility operations. maintenance practices, and preventative maintenance systems.
Skill in using personal computers and a variety of safety software applications.
Ability to work under pressure.
Ability to obtain site specific Resource Conservation and Recovery Act (RCRA) training in accordance with 40 C.F. R. § 265.16 within the probationary period;
Ability to obtain Hazardous Waste and Emergency Response (HAZWOPER) current certification within the probationary period;
Ability to obtain Small Quantity Handler training in accordance with 40 C.F.R. § 273.16 within the probationary period.
Ability to obtain site-specific Spill Prevention, Control and Counter Measure (SPCC) training in accordance with 40 C.F.R. § 112.7 (f) (l)(2) and (3) within the probationary period.Associate's degree in operations, management, business administration, or equivalent years of work
experience and education in the related industry, working in an arctic environment;
Two years of work experience with Federal, State, and Borough laws, regulations, and procedures relating to
the Water/Sewer Utility industry;
One year of work experience as a supervisor in the Water/Sewer industry;
Required to obtain Incident Command System (IS) 100, IS 200, IS 300, IS 400, IS 700, and IS 800 within
two (2) years of hire;
Required to obtain CPR, AED, and Basic First Aid Certifications within six (6) months of hire;
Valid Alaska Driver's License that meets North Slope Borough insurance criteria;
