JOB SUMMARY:
The Housing Director provides leadership, strategic direction, and oversight for the Nooksack Indian Tribe Housing Department. This role is responsible for planning, developing, and managing programs and services that support the housing needs of Nooksack Tribal Members in accordance with tribal policies, federal regulations, and funding requirements. The incumbent requires the ability to meet and deal effectively with tribal members, tribal leadership, and outside entities with courtesy, professionalism, and respect with sound judgement and confidentiality.
MAJOR TASKS AND RESPONSIBILITIES:
- Develop, implement, and manage comprehensive tribal housing programs including new construction, rehabilitation, maintenance, rental assistance, and homeownership initiatives.
- Ensure compliance with all applicable tribal, federal, and state housing laws, regulations, and funding requirements (e.g., HUD, NAHASDA).
- Prepare and manage housing department budgets, strategic plans, grants, and funding proposals.
- Supervise, mentor, and evaluate housing department staff.
- Collaborate with tribal departments, federal agencies, and external partners to coordinate housing services and community development initiatives.
- Conduct needs assessments and community engagement activities to align housing programs with tribal priorities.
- Plan, administer and monitor the progress of all grants, programs, contracts and projects ensuring all requirements and policies are being met, and funding is available and expensed effectively and efficiently.
- Represent the tribe in housing-related meetings, conferences, and negotiations.
- Provide regular reports and updates to the Tribal Council or governing body on housing program status and outcomes.
OTHER DUTIES:
Because of the Tribe's commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.

MINIMUM QUALIFICATIONS
The following qualifications are required for the incumbent to have, in order to be considered for the position:
REQUIRED EDUCATION, EXPERIENCE AND TRAINING FOR POSITION:
- Bachelor’s degree in Public Administration, Urban Planning, Social Work, Business Administration, or related field.
- Minimum 5 years of progressive experience in an administrative capacity, including a minimum of two years of direct staff supervision; at least two years of experience must be directly managing Tribal or Public housing programs.
- Knowledge of tribal government operations, federal housing programs, and tribal housing regulations.
- Strong leadership, organizational, and communication skills.
- Minimum 2 years of budgetary experience in an administrative capacity and be able to interpret and administer multiple complex funding streams with complicated requirements and strict budgetary guidelines as outlined in program grants and memorandums of agreement (MOUs).
- Ability to work collaboratively with tribal members, leadership, and external agencies.
- Proficiency in project management and data reporting tools.
Or
- A minimum of 10 years of experience as a Tribal Housing Department Director.

- Knowledge of local, federal, state and Tribal housing resources
- Advanced knowledge of Tribal sovereignty issues and agreements that exist between federally recognized Indian Tribes and applicable Federal and State agencies.
- Advanced knowledge of government funded grant and contract reporting and management.
REQUIRED CONDITIONS OF EMPLOYMENT:
- Must pass alcohol/drug test at time of hire and throughout employment.
- Must pass criminal background check at time of hire and periodically thereafter.
REQUIRED LICENSES OR CERTIFICATIONS:
- Must have and maintain throughout employment a valid Washington State Driver’s License and meet the insurability requirements of the Tribe. (Must Provide Driving Abstract at time of hire.)
PHYSICAL REQUIREMENTS (The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.):
- The standard work week is 8:30-5:00 Monday through Friday (occasionally may have to work evenings)
- While performing the duties of this job, the employee is regularly required to sit for long periods and frequently required to talk and listen.
- Sitting for extended periods while at a desk or in meetings.
- Manual dexterity to operate a keyboard, calculator, and telephone system
- Ability to lift up to 20 pounds without assistance occasionally.
- Typical office setting with environmentally controlled conditions.
