The Manager of Legislative Services serves as the primary point of contact for member institutions regarding rule interpretations, violations, and appeals, requiring strong analytical and communication skills to ensure the accurate application of NAIA Bylaws and policies. This requires critical support for the NAIA governance structure while overseeing membership case management and education, committee management and facilitation, and legal research initiatives. This role is also responsible for managing a semi-annual internship program and, as needed, providing training opportunities for membership.

Essential duties and responsibilities include, but are not limited to, the following. Other duties as assigned may apply.

Case Management & Compliance Oversight – 60%

  • When assigned, responsible for facilitating all eligibility exception requests, rules violations and appeals, including coordinating communication, monitoring deliberations, writing closing letters, supporting hearings, and maintaining all records and databases.
  • Manage committee interpretations to distribute inquiries, track responses, and record outcomes appropriately to provide casebook examples for members.
  • Oversee and gather reports of potential violations from the EC, forfeiture tracking, institutional responses to violation cases, and review the institutional Year-End Report for coaches’ training violations and financial aid limits.

Additional Committee & Governance Support – 20%

  • Along with the Director, serve as a liaison to several committees by coordinating communications, writing official correspondence, maintaining manuals and resources associated with each committee/council and managing the rotation and election of committee rosters.
  • Assist member associations like the Faculty Athletics Representatives Association and Athletics Compliance Administrators Association by managing group governance, facilitating meetings and initiatives, and supporting professional development efforts by contributing content for workshops and webinars.

Rules Education & Training – 20%

  • Responsible for NAIA rules education, interpretation and application on behalf of members and internal staff through customer service hotline, member inquiries, workshops, webinars, and presentations.
  • When assigned, provide internal staff training on legislative rules and processes to strengthen member support across the national office.

Convention Responsibilities – (Cyclical / As needed)

  • Support all Constitution & Bylaws amendment processes, including preparation of supporting materials and communications, along with operational support for the voting delegation process.
  • Assist in planning, preparation and presentation of all rules education sessions.
  • Coordinate, organize, and facilitate committee business meetings, including drafting agendas, preparing committee updates, and ensuring timely follow-up on action items.

Legal Research & Internship Oversight – (Cyclical / As needed)

  • Lead the hiring, supervision, and development of Legal Interns, while overseeing interns' legal research, emerging legal and compliance issues within intercollegiate athletics that may impact NAIA policy/practices, including requests from the VP of Governance.
  • Prepare legal issue briefs, summaries, and recommendations to inform leadership decision-making as needed.

Requirements

Skills & Qualifications:

  • Bachelor’s degree required, advanced degree preferred
  • 3- 5 years of experience in intercollegiate athletics, higher education administration, or regulatory/compliance administration
  • Organized, extremely detail-focused, and driven to consistently meet project deadlines.
  • Proven ability to work effectively and collaboratively in a fast-paced environment.
  • Self-motivated and able to manage multiple tasks effectively.
  • Ability to provide exceptional customer/membership service.
  • Excellent verbal and written communication skills.
  • Experience with Microsoft Office, including Outlook, Word, Excel, and PowerPoint.
