- The Chief Construction Management role involves actively engaging in planning, scope, schedule and budget development, design reviews, procurement and construction execution and completion of all capital projects.
- Responsibilities may include participating in consultant selection, value engineering, risk management, and dispute resolution, coordinating with architects, engineers, and contractors, ensuring compliance with building codes, permitting and regulations, managing project timelines and budgets, and overseeing the selection and procurement of construction materials and equipment.
- The Chief, Construction Management also plays a key role in ensuring the safety and quality of construction projects and may be responsible for managing a team of construction professionals.
- Supports the Senior VP of Capital Delivery (or successor departments) as needed.
- Leads the Capital Construction division and related activities as directed by the Senior VP Partners with the Chief Planner, Chief Engineer, Chief of Environmental Programs, Rail & Bus Operations, Chief Procurement Officer and other internal and external partners to successfully deliver ALL capital construction projects for NJ TRANSIT.
- Provides technical and contractual leadership in the administration of capital construction contracts and serves as the expert witness during litigation procedures.
- Assures the development, monitoring and reporting of a project control system which provides relevant and timely status reports of construction budgets, expenditures, risks and schedules to executive-level staff that provides the framework for reports to the funding agencies.
- Supervises, the monitoring and update of a construction management program that assures construction projects are performed in accordance with the NJ TRANSIT standards, policies, and procedures.
- Actively participates in the development of budgets, estimates, plans and specifications for capital construction projects, and monitors same through a document control system in order to protect the safety of the public and the corporation’s rights during litigation and/or audit.
- Assures project conformance with affirmative action requirements, building code specifications, permit acquisition, insurance requirements, contractual procedures, invoice payments, construction claim mitigation and environmental issues as required by Federal and the State of New Jersey.
- Establishes and maintains liaison between NJ TRANSIT and outside agencies, both federal and state, local municipalities, public concerns, utilities, other railroads and any other group that interfaces with NJ TRANSIT on issues dealing with construction and development.
- Directs the execution of capital constructions projects, new construction and rehabilitation and improvement projects in the NJ TRANSIT Capital Program.
- Works with Procurement to enhance policies and procedures to more effectively process contracts and claims. Provides support in negotiations and claims settlement.
- Provides constructability support for project design teams. Provides support for Labor Relations regarding union construction of in-house force account work.
- Works with NJ TRANSIT Rail Operations to schedule construction activity along rail lines.
- Provides guidance to the NJTRANSIT Executive Management Team on issues relating to construction and contract issues.
- Proactively engages with the Senior VP on critical issues having impacts on the project schedule and budget with potential solutions to resolve the impact.
- Mentors and guides the subordinate staff to be proficient in managing construction projects, proactively identify issues and develop solutions, and taking a leadership role in the absence of the Chief.
- This position supervises: Deputy Chief(s), Senior Directors, Directors and other staff as necessary. Construction and related divisions
- Bachelor’s degree in Engineering or related area.
- Ten years of applied progressively responsible experience in the application of engineering management principles to the transportation field, field construction and construction management.
- Knowledge of construction contracting, contract law, Critical Path Method (CPM) scheduling, budgeting and project control systems is required.
- Professional Engineering License in New Jersey desired.
- Certified Construction Manager certificate desired
