Description
Under the close supervision of a supervisory official, in an Environmental Services Program, learns to conduct routine surveys, studies, inspections, and/or investigations relating to the improvement and/or monitoring of environmental conditions, and/or the enforcement of environmental laws/regulations; does other related duties.
Specific to the Position
Position 1: This position requires a timely review of highly complex remedial reports that involve the investigation and remediation of PFAS which are submitted by environmental professionals on behalf of the responsible parties. The technical reports are evaluated to determine if PFAS contaminated media such as soils and groundwater are investigated and remediated to state regulations and standards. Duties also require site visits to confirm work being done or the selected remedy remains in place and remains protective.
Position 2: Duties and responsibilities include the coordination of brownfield investigation, remediation, and redevelopment for the office’s BDA Program, Hazardous Discharge Site Remediation Fund (HDSRF) Program, Landfill Redevelopment Program, and/or Brownfield Redevelopment Incentive Program (BRIP) with respect to PFAS contamination. Staff will review scopes of work that contain PFAS sampling components, especially for landfill scopes of work. Staff will review and inspect documents submitted to the Department by Licensed Site Remediation Professionals (LSRPs) to ensure the investigations and remediations are performed in accordance with regulatory and statutory requirements.
Preferred Skill Set
Position 1: Case managers are responsible for overseeing the investigation of PFAS contaminated sites conducted by responsible parties, performs administrative and technical reviews of remedial documents in accordance with CERCLA, RCRA, the NJDEP Technical Requirements for Site Remediation, NJDEP ARRCs, and all other applicable New Jersey and Federal regulations and guidance. Case managers interact with the regulated community, other DEP divisions, USEPA Region 2, and the public. Will conduct inspections.
Position 2: Staff should have good organizational and communication skills and be willing to work on and travel to challenging sites in overburdened communities, where PFAS contamination is a concern.
Requirements
Education: Graduation from an accredited college or university with a Bachelor’s degree in one of the Physical Sciences, Environmental Sciences/Studies, Chemical Sciences, Biological Sciences, or in Environmental Planning, Environmental Policy, or Physical Geography; or in Civil Engineering, Sanitary Engineering, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Agricultural Engineering, Mining Engineering, Industrial Engineering, or Bio-resource Engineering.
NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
