Description:The Business Data Analyst Lead will support CMS program operations within the Application Development Organization (ADO) for the Risk Adjustment Suite of Systems (RASS). RASS processes and stores risk adjustment data and uses CMS’s Hierarchical Condition Categories (HCC) and Part D models to calculate risk scores for Medicare Advantage (MA) plan payments.This role combines data analysis, stakeholder coordination, and operational reporting to support RASS system enhancements, compliance, and audit readiness.ResponsibilitiesAnalyze risk adjustment data and trends to provide actionable insights for RASS operations.Lead JAD sessions, stakeholder meetings, and cross-functional coordination.Develop and maintain training materials, user guides, and computer-based trainings (CBTs).Prepare dashboards, reports, and performance metrics for leadership.Support CMS audits, FOIA requests, and documentation needs.Apply foundational knowledge of NIST RMF, HIPAA, FISMA, and CMS security/compliance requirements.Contribute to documentation and readiness activities for audits and continuous monitoring.Requirements:Bachelor’s degree in Business, Health Informatics, Public Health, Information Systems, Data Analytics, or a related field.Master’s degree preferred but not required.7 years of experience in data analysis, information security, or risk/compliance roles supporting CMS and/or federal IT systems, Understanding of Assessment & Authorization (A&A) and Authorization to Operate (ATO) processes.Experience with FISMA, FedRAMP, HIPAA, NIST SP 800-37, NIST SP 800-53, and FIPS frameworks.Hands-on experience with vulnerability management, risk analysis, and POA&M tracking.Familiarity with Privacy Impact Assessments (PIA) and Privacy Threshold Analyses (PTA).
Salary : $130,000 - $160,000
