FIRE MARSHAL
FLSA: Exempt

Purpose of Classification:

The purpose of this classification is to manage, direct, and coordinate the functions and operations of the Fire
Prevention Bureau to ensure compliance of codes, commercial inspections, plan reviews, fire investigations and
ordinance enforcement. The overall goal is to minimize the risk of fires and injury in Newton County.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude
them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties
may be required and assigned.

Supervises staff, including selecting, assigning and evaluating work, counseling, disciplining and terminating;
conducts training throughout the Fire Department on fire codes, ordinances, safety and standards.

Monitors and conducts field inspections on new and existing facilities; reviews construction plans and building
blueprints for fire code and ordinance compliance.

Conducts investigations in non-compliance cases; enforces codes, ordinances and regulations as necessary, making
recommendations for corrective action and/or initiating legal action.

Develops and implements departmental policies and procedures; interprets policy, codes and regulations for staff as
necessary; assists inspection personnel with resolution of difficult or complex situations.

Provides support with fire suppression or other emergencies such as natural disasters, hazardous material incidents,
medical emergencies, or motor vehicle accidents.

Develops, presents, and implements the annual budget for the fire prevention section; oversees, reviews, and
approves, expenditures for the area of responsibility; prepares financial forms and reports.

Gathers information/data to support periodic and special reports documenting activities for the area of
responsibility; review reports prepared by inspection personnel for accuracy, completeness, and adherence to
departmental standards.

Provides customer service to other County personnel, outside agencies, developers, contractors and the public;

resolves complaints; provides information/education relating to fire safety codes, ordinances, and standards.

Performs administrative/clerical tasks such as preparing periodic employee performance evaluations, conducting
special studies, providing educational programs for the public, performing research, setting up and maintaining
records or preparing correspondence.

Attends or conducts staff, citizen and other professional meetings to exchange information; attends technical or
professional workshops, seminars or conferences to improve technical or professional skills, and to maintain
certification.

Additional Functions:

Performs other related duties as required.

Minimum Qualifications:

Associate’s Degree/Bachelor’s degree preferred in Fire Science, Public Administration, or a related field required;
supplemented by ten years of progressively responsible experience in multiple areas of department operations, such
as firefighting, emergency medical services, fire inspection and investigation, or fire training, to include lead or
supervisory experience; or any equivalent combination of education, training, and experience which provides the
requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia Class A or Class B driver’s
non-commercial license. Must possess and maintain the following additional certifications or licensures: State of
Georgia Firefighting Certification; Georgia Firefighter Standards and Training Council NPQ Fire Inspector; and Georgia
Firefighter Standards and Training Council NPQ Plan Reviewer, Certified Arson Investigator Certification through
P.O.S.T., Georgia Peace Officer Standards and Training (POST) certification (Preferred).

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential
functions and learn, comprehend, and apply all County or departmental policies, practices, and procedures necessary
to function effectively in the position.

the actions of equipment, machinery, tools, and/or materials used in performing essential functions.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and
information.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the
ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and
leadership, and to exercise independent judgment to apply facts and principles for developing approaches and
techniques to resolve problems.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving
the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly
measurable or verifiable.

ADA Compliance:

Physical Ability: This position classifies the physical exertion requirements as heavy physical effort in heavy work,
with greater emphasis on climbing and balancing, but typically also involving some combination of stooping,
kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and
materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 150 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds,
and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental
conditions; incident command functions may require exposure to adverse environmental conditions typically
associated with firefighting.
