Duties Description
Participate in business user and stakeholder meetings for requirement gathering sessions.
Work closely with NYSP, ITS, and vendor staff to elicit, analyze, communicate and validate functional and technical requirements.
Develop, write, and maintain system requirement documents and assist with use case development when required.
Review and approve technical documentation.
Develop test data and scenarios, write test procedures, test system functions, and document results.
Work with business units and vendors to troubleshoot and provide technical assistance; including documenting steps taken to identify defects and resolve problems with agency applications and hardware.
Develop or assist with the development of unit, component, and system test plans usually with user input.
Provide direct troubleshooting assistance to unit members and end-users.
Design and develop system functionality per specifications.
Design, develop, and modify templates, queries, XSLT reports, data mapping documents, and other configuration changes.
Create business intelligence solutions using Power BI, SQL scripting, and other datamining and analytical tools.
C# application/plug-in development.
Analyze, design, develop, and document technical solutions utilizing the NicheRMS application, XML, XSLT, HTML, CSS, JavaScript, and SQL. This will include creating report designs, data mapping documents, and configuration changes.
Understand and apply State Police operational needs as they relate to NicheRMS, its reports, and any additional development work.
May supervise Business Systems Analyst 1 positions.
Qualifications
Minimum Qualifications
One year of service as a Business Systems Analyst 1, SG-18,
OR
A Bachelor’s Degree or higher in Computer Science, Computer Information Systems, Management Information Systems, Information Technology, Business Administration, Criminal Justice, Data Analytics or related field,
AND
One (1) year of experience with report creation and performing technical (programming and scripting) activities related to writing instructions (code), applications program development, program and system testing, and business/systems analysis and design, developing on a Commercial-off-the-shelf (COTS) software package or records management system, Power Business Intelligence, writing SQL queries, and C# development.
OR
An Associate’s Degree in Computer Science, Computer Information Systems, Management Information Systems, Information Technology, Business Administration, Criminal Justice, Data Analytics or related field, AND three (3) years of experience as listed above,
OR
Five (5) years of experience as listed above.
A Master’s degree in Computer Science, Computer Information Systems, Management Information Systems, Information Technology, Business Administration, Criminal Justice, Data Analytics or related field can substitute for one (1) year of experience.
Preference Will Be Given To Candidates With
Experience working for New York State Police or other law enforcement agency.
Experience with report creation, coding, scripting, and program development using SQL, XML, XSLT, HTML. CSS. Javascript, C#, and/or XAML.
Experience creating business intelligence solutions using Power BI and other data mining and analytical tools.
Experience working on a large-scale technology project that includes working with an outside vendor, business users, and NYS ITS.
Minimum qualifications must be met by the time of appointment.
