Park Manager 1 (NY HELPS) Belmont Lake State Park

Duties Description

Reporting to the Regional Safety Manager this Park Manager 1 will operate as the Assistant Regional Safety Manager for Long Island State Parks Region.

Duties Include But Are Not Limited To:

• Coordinate safety inspections and reporting from all facilities in the region, ensuring reports are complete, accurate, and comply with policies, procedures, and regulations.
• Oversee Trainings that include but not limited to, annual OSHA/PESH workplace safety, the Right to Know Act, Hazardous Communications, Workplace Violence Prevention, Lock-Out/Tag-Out, confined space awareness, UTV operation, fork-lift operation, Flat-Ice Safety, and the list goes on. In many cases the Assistant Regional Safety Manager and Training Manager will be developing, planning out, an implementing training programs that are new to the region or agency.
• Required to maintain a CPR & First Aid instructor certification.
• Required to plan, schedule, and conduct CPR & First Aid training courses for all Long Island Region Parks Staff.
• Required to inventory and maintain all AED’s and related supplies in the Long Island Region for an inventory now exceeding 133 AED’s.
• Maintain accurate records of the distribution of supplies and pads in each AED and notify parks when pad expirations are approaching and then schedule the replacement of such items to maintain compliance.
• When an incident occurs that requires the use of an AED, the position will be required to read all data in the AED and submit all required forms to the respective authorities.
• Required to maintain a certified drone operator’s license and assist with administering the regional drone operator’s program.
• Required to assist with planning and scheduling training classes for drone operators as well as maintain regional drone inventories as such.
• Coordinate and schedule annual health physicals and hearing exams with NYS Employee Health Services for park staff and park police in the Long Island Region.
• Oversee and administer the Respirator Programs for the regional facilities. Candidate will be required to perform respirator fit tests for employees.
• Coordinate the chainsaw safety training classes with the new chainsaw trainers.
• Coordinate the procurement of chainsaw safety equipment, maintaining an inventory of, and ensuring parks receive mentioned equipment when requested.
• Review and procure safety equipment for use by all parks in the region. This includes purchasing safety equipment, researching new and improved safety equipment, and maintaining sufficient inventories at the regional warehouse.
• Oversee the ELDT CDL Safety Sensitive Program for the Long Island Region. The duties will include onboarding new CDL drivers into the program, coordinating and scheduling random drug and alcohol screenings with park managers and park supervisors. All paperwork for the ELDT Theory and CDL Behind the Wheel trainings must be recorded and maintained accurately to ensure compliance with U.S. Federal DOT requirements. When a CDL training location audit occurs, the Park Manager 1 will be required to respond out and assist with providing accurate paperwork for the inspector.
• Manage the Risk Tree Assessment Program, keep accurate records of hazardous trees, acquire information when requested, and assist parks with updating records in the Field Maps App to ensure all hazardous trees are recorded correctly.
• Review all Patron Incident Reports to ensure information is thorough and accurate and make recommendations for edits before approval. The position will be required to respond to FOILs regarding Patron Incident Reports when notified.
• Review all employee accidents and injuries. Depending on the injury or accident severity, the Park Manager 1 may be required to respond to the scene, review the scene, and work with park management to ensure no future accidents occur.
• Assist with the planning and managing the lifeguard qualifying events.
• Maintain a Certified Playground Safety Inspector’s certification for the purpose of reviewing all playground inspections performed in the Long Island Region, assisting with repairs when requested, and making recommendations for new equipment or safety surfacing replacements.
• Perform playground audits at regular intervals for added measures to ensure compliance with federal playground safety standards.
• Request, monitor, record, and file all required inspections from Long Island facilities such as monthly safety equipment inspections and quarterly required OSHA/PESH facility inspections.
• Conduct site visits to parks when concerns are reported to the regional safety office during inspections and coordinate with park managers and supervisors to mitigate the concerns.
• NYS Department of Labor and the Professional Employees Safety and Health Administration perform random site visits to ensure parks are complying with safety standards for all employees. Respond to facilities when NYS DOL and PESH perform these random inspections. The position will meet with the inspectors and communicate all document requests and ensure accuracy and compliance. The position will work with park managers to ensure that all violations are corrected before the deadline determined by NYS DOL and PESH.
  
  

Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**

To Be Considered For Appointment Through NY HELPS, Or 55 B/c, Candidates Must Meet The Open-competitive Minimum Qualifications For This Position. The Qualifications Are:

Either 1. six years of experience working in a park, recreational facility, or campus* in any two of these functional areas: administration (business, personnel, finance); capital or operational planning; recreational programming; public relations/visitor services; maintenance; or environmental education/interpretation. This experience must have included two years of supervisory experience;

Or 2. a bachelor's or higher-level degree in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, horticulture, natural resources management, park administration, park management or recreation management AND two years of supervisory experience working in a park, recreational facility, or campus* as described in any of the functional areas listed in option 1 above.

Examples of non-qualifying experience include but are not limited to: working at a gym, ski area/resort, and sport stadiums.

Examples of non-qualifying degrees include but are not limited to: accounting, anthropology, archaeology, biology (all majors), business, history, hospitality, physical education, recreation therapy and sports management.

• A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

The hiring rate listed combines the statutory hiring rate for PS&T Grade 18 ($69,964) with the Downstate Adjustment ($4,150). Similarly, the job rate posted is a combination of the statutory job rate ($88,970) and the Downstate Adjustment ($4,150.

Operating Needs:

• Must possess and maintain a valid driver’s license that allows the candidate to operate a vehicle in New York State as a term and condition of employment.
• Must be available to work a variable schedule that includes weekends, holidays and/or evening shifts.

For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status.
