The Office of Mental Health (OMH) is recruiting to fill two Mental Health Program Specialist 2’s, Grade 23, positions in the Division of Integrated Community Services for Children and Families, Bureau of Intensive Community Services (ICC), High Fidelity Wraparound (HFW) Training and Fidelity Unit. Under the general direction of the Mental Health Program Specialist 3, the Mental Health Program Specialist 2 incumbents work with a high level of independence and competence to coordinate and support the continued statewide implementation, infrastructure development, and sustainability of High Fidelity Wraparound (HFW), an evidence-based practice model for intensive care coordination. Responsibilities will focus on building and supporting a statewide network of trainers and coaches to provide training, technical assistance and guidance to designated providers. The Mental Health Program Specialists will also serve as liaisons with vendors, consultants to OMH and provider agencies, and monitors to ensure quality and fidelity to the model. Additionally, they will work closely with OMH and other State and local agencies to promote consistent implementation, ensure alignment with State and Federal expectations, and to build local leadership capacity to sustain the model over time.

Non-Competitive Minimum Qualifications Under the NY HELPS Program:
A bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.
A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.
Preferred Qualifications:
The ideal candidate(s) will hold a current New York State Education Department license as a master or clinical social worker (LMSW or LCSW) or a licensed psychologist. The ideal candidate would have a minimum of three years of experience working with children and/or adolescents with mental illness in a clinical capacity, as well as experience with utilization management and/or utilization review.
The ideal candidate(s) will have direct care and utilization management experience, including familiarity with the review of medical evidence, psychiatric evidence, a knowledge base of child-serving systems in New York State, as well as relevant federal and state statutes, regulations and guidelines, and any other pertinent evidence to determine whether it is appropriate and necessary for an individual accessing a psychiatric inpatient level of care.
Generally speaking, this role requires strong clinical and administrative skills; excellent interpersonal skills; excellent communication and writing skills with professionals with both clinical and non-clinical backgrounds; critical and analytical thinking; the ability to work independently; the ability to work in a multidisciplinary team.

- Coordinate the development and maintenance of a statewide network of trainers and coaches to build designated provider capacity in adopting, implementing, and sustaining the HFW model.
- Collaborate with vendors and/or contractors and serve as liaisons between OMH, provider organizations, and training/technical assistance partners.
- Provide consultation and oversight to ensure adherence to the evidence-based model standards.
- Monitor and assess fidelity to the HFW model through structured reviews, data analysis, observations, and assessments.
- Identify systemic implementation challenges and collaborate with trainers, coaches, and providers to develop and implement quality improvement plans.
- Develop and disseminate tools, resources, and guidance materials to support fidelity monitoring and practice improvement statewide.
- Collect, analyze, and report fidelity and outcome data on a regular basis to OMH leadership, providers, and other stakeholders.
- Use fidelity and outcome data to inform continuous quality improvement (CQI) processes and ensure alignment with local, State, and Federal expectations and standards.
- Collaborate with OMH divisions, other State agencies, and provider organizations to coordinate cross-systems efforts and address issues related to program implementation, sustainability and/or other identified issues.
- Coordinate and manage other specific special projects as assigned.
