Duties Description

The Office of Mental Health (OMH) is seeking a qualified candidate for a Mental Health Program Specialist 2, Grade 23, position to work within the Bureau of Inspection and Certification, Licensing Unit. The Licensing Unit is the primary liaison with the field office licensing staff statewide, especially with the field office licensing directors. All licensing inspection reports produced by the field offices are reviewed and processed by the Licensing Unit before renewal licenses are issued by the Director of the Bureau of Inspection and Certification. Currently, there are over 1650 licensed programs subject to periodic inspection and renewal.

Duties include, but are not limited to the following:

  • Review agency-wide licensing reports and consult with OMH field office staff to ensure that citations are consistent with applicable regulatory requirements.
  • Prepare correspondence related to the renewal of licensed programs consistent with agency policy.
  • Analyze data related to inspection visits and findings; prepare reports.
  • Participate in development of program inspection protocols and licensing tools, including for program types jointly licensed by OMH and OASAS.
  • Participate in the development and revisions of program regulations, ensuring licensing forms and resources reflect regulatory revisions.
  • Assist in maintaining the centralized database for licensed programs and recommend improvements to the system to support licensing activities.
  • Assist in the development of resources and training for licensing staff statewide.
  • Assist in implementation of strategies and new initiatives to enhance programs; interagency, intergovernmental, and stakeholder communications and cooperation; and overall program operations.

Minimum Qualifications

Non-Competitive Minimum Qualifications Under the NY HELPS Program:

To be eligible for appointment, candidates must have A bachelor's degree in: biology (and all subspecialties of biology relating to human biology), child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education and three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.

A master's degree in: biology (and all subspecialties of biology relating to human biology), child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.

Transfer Opportunity:

Candidates must have one year of permanent competitive or 55b/c service as a Mental Health Program Specialist 2, G-23, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having one year of permanent competitive or 55b/c service in a qualifying title within two salary grades or one M-grade of the Grade 23 level.

Salary : $86,681 - $109,650
