The New York State Insurance Fund is seeking a highly motivated Information Technology Architect 1 to support enterprise technology initiatives and advance the agency’s architectural maturity. Reporting directly to the Assistant Information Technology Services Architect, the incumbent will play a critical leadership role in designing scalable technology solutions, strengthening governance practices, and enabling innovation across application development, infrastructure, and cloud platforms.

Reporting directly to the Assistant Information Technology Services Architect, the incumbent will play a critical leadership role in designing scalable technology solutions, strengthening governance practices, and enabling innovation across application development, infrastructure, and cloud platforms.
Responsibilities Include, But Are Not Limited To
- Develop and implement enterprise solutions to discover, inventory, and manage application, infrastructure, and cloud resources across platforms such as Microsoft Azure and Google Cloud Platform.
- Design, implement, and audit governance frameworks for low-code and no-code platforms to ensure security, compliance, and operational integrity.
- Manage and evolve technology architectures supporting modern application development, including the creation and maintenance of shared API services.
- Lead cross-functional initiatives with business units, ITS teams, and external vendors to deliver strategic technology solutions aligned with organizational goals.
- Establish governance standards for AI initiatives, including risk management, responsible use, and lifecycle oversight.
- Create, standardize, and maintain CI/CD templated solutions to promote automation, consistency, and secure deployment practices across development teams.
- Serve as a strategic liaison between application development and infrastructure teams, fostering collaboration and promoting a culture of proactive communication.
- Evaluate emerging technologies and provide architectural recommendations to improve reliability, scalability, and security.
- Develop architectural standards, reference patterns, and documentation to guide enterprise technology decisions.
- Provide technical leadership and mentorship to development and engineering teams.
- Facilitate interoperability between legacy and modern platforms while minimizing operational disruption.

Minimum Qualifications
For Non-competitive Appointment
- Six years of information technology experience, four years of which must be in the appropriate specialty.** Education substitutions for the above experience include:
- Associate’s degree with 15 semester credit hours in computer science or related field substitutes for one year of general information technology experience. Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science or related field can substitute such credits for one year of general information technology experience.
- Bachelor’s degree in any field including or supplemented by 15 semester credit hours in computer science or related field substitutes for three years of general information technology experience. Any bachelor’s degree substitutes for two years of general information technology experience.
- Master’s degree or higher in computer science or related field substitutes for one year of general information technology experience.
- Specialty includes experience as an IT architect in one or more of the following:
management; product management; application development, security and operations;
service-oriented management; infrastructure; information technology engineering;
domain business knowledge; and operational technology.
Reinstatement
- Candidates who have held Information Technology Architect 1 title, or a transferable title, may be eligible for consideration for reinstatement.
- Strong experience designing and supporting cloud architectures within Microsoft Azure and/or Google Cloud Platform.
- Proficiency in C#/.NET development and scripting/automation using tools such as PowerShell, Python, Bash, or similar technologies.
- Proven ability to lead cross-functional teams and drive large-scale technology initiatives.
