Duties Description
Under the direction of the Data Analyst 3, SG-27, within the New York State Office of Information Technology Services (ITS), within the Dedicated Support division, for the Division of the Budget (DOB) bureau and section, the Information Technology Architect 1 (Data) , SG-25, will be responsible for developing and managing business intelligence (BI) solutions for the client agency.
Specific duties for this position include, but are not limited to, the following:
Minimum Qualifications
Non-competitive: Six years* of information technology experience, four years of which
must be in the appropriate specialty**.*Substitutions: Associate’s degree with 15 semester credit hours in computer science or
related field substitutes for one year of general information technology experience.
Candidates in a bachelor’s degree program with at least 15 semester credit hours in
computer science or related field can substitute such credits for one year of general
information technology experience.
Bachelor’s degree in any field including or supplemented by 15 semester credit hours in
computer science or related field substitutes for three years of general information
technology experience. Any bachelor’s degree substitutes for two years of general
information technology experience.
Master’s degree or higher in computer science or related field substitutes for one year of
general information technology experience.

domain business knowledge; and operational technology.
Additional Comments
ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. - Lead the creation of business intelligence reports in IBM Cognos and OBIEE/Oracle Analytics.
- Develop and support data integrations via Extract, Transform, Load (ETL) using tools such as PL/SQL.
- Create data models using IBM Framework Manager or Oracle Admin Tool.
- Perform deployment and migration of content between different environments.
- Maintain responsibility for overseeing the security of reporting content.
- Work closely with agency clients.
- Provide quality assurance and testing support for all BI products.
- Use business analysis techniques and methods to support the collection of business intelligence (BI) requirements.
- Work with data management services colleagues and business solutions developers to acquire data and integrate meaningful BI solutions.
- Develop reference documents and reports.
- Implement and maintain logical data modeling, analysis, design, development, and implementation of Business Intelligence, Data Modeling, Data Integration, or Data Warehousing solutions that meet business needs while adhering to all policies and standards.
- Administer technologies related to Business Intelligence, Data Modeling, Data Integration, and Data Warehousing.
- Collaborate with user experience, business analysts, and business stakeholders to devise and implement enterprise data strategies, build models, and assess stakeholder needs and goals, considering factors such as performance, scalability, security, and usability.
- Perform the full range of supervisory responsibilities.
