Description

Duties Description

  • Review personnel transactions for accuracy; process transactions in the appropriate human resource and/or payroll computer system(s) in a timely manner in order to meet payroll submission deadlines and certification criteria.
  • Independently compute the less complex salary calculations, increment codes, and anniversary dates in accordance with contract provisions and OSC and Civil Service guidelines, policies and procedures.
  • Assist in researching inquiries from employees, Administration staff, and control agencies.
  • When required, follow-up on various personnel transactions with appropriate parties including Administration staff, Personnel Bureau staffing representatives, Civil Service and The Office of the State Comptroller (OSC).
  • Responsible for other wage and deduction information and processing of related transactions in the appropriate computer system(s) i.e data entry of special payments, direct deposits, withholding tax forms etc.
  • Process lump sums into HRIS/PayServ
  • Review PayServ queries and Control D Reports – Take appropriate action
  • Monitor and respond to inquiries received in both personal and shared email boxes
  • Update or change information in the human resource and /or payroll systems as necessary.
  • Effectively communicate via telephone, in person, e-mail, fax and written correspondence.
  • Troubleshooting support for Payroll Online
  • Verification of Employment (VOE) requests, PSLFs, unemployment Insurance, NF6, etc.
  • Timekeeper for OHRM hourly staff
  • Miscellaneous duties as directed by management

Qualifications

Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-competitive Minimum Qualifications

One year of payroll experience, which included computing time worked, salaries, and deductions (Required for appointments to full title SG-9 level appointment).

OR

This position may be filled as a one-year traineeship as SG-6 to SG-9. There are no minimum education or experience requirements for this traineeship.

Competitive Minimum Qualifications

Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-4 or higher and otherwise eligible for transfer under Civil Service Law.

Salary : $36,232 - $52,413
