Duties Description
As part of the Business Analysis & Testing section team, the Business Systems Analyst 2 will be responsible for applying a wide range of specialized knowledge, skills, tools, and techniques to define and develop requirements for new or existing systems and business processes. They will work closely with the business units within the Civil Enforcement Division and with ITS staff. In addition, the Analyst will also analyze, communicate, and validate requirements for changes to business systems.
The Incumbent Will Be Required To
Facilitate group discussions;
Elicit business requirements;
Act as a liaison between business stakeholders and IT staff;
Maintain business rules and process documentation;
Monitor completeness, ensuring all issues are resolved in the appropriate time frame;
Assure a quality implementation by developing and completing test plans and maintaining project documentation;
Develop system test scenarios;
Identify, evaluate and escalate issues and risks in a timely manner to management along with potential options for solution / resolution;
Evaluate solution performance against business goals and objectives;
Ensure post-implementation issues are resolved in a timely manner;
Demonstrate strong, professional, respectful communication skills, both verbally and in writing;
Comply with the Office of Human Resources Management, Code of Conduct, Ethics, and Internal Control rules, policies and procedures; and
Adhere to the Department's time and attendance rules and regulations.
Supervision
Assign work to team members and monitor their progress;
Work with staff to develop time frames around critical dates to ensure timely completion of assignments;
Complete staff performance evaluations and probationary reports providing feedback on performance and opportunities for growth, and assist in counseling and disciplinary actions as necessary;
Develop and manage training plans for subordinate staff;
May train staff in basic business analysis concepts, processes, and tools; and
Supervise and enforce proper conduct and adherence to time and attendance rules.

Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their noncompetitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Ny Helps - Promotion Minimum Qualifications
You must be a qualified employee of New York State and have 1-year of permanent competitive or 55-b/55-c service as a Business Systems Analyst 1 (Journey level/SG-18).
Ny Helps - Non-competitive Minimum Qualifications
Seven years of business analysis experience including: Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
