Duties

As a Business System Analyst 2 with the Unemployment Insurance Appeal Board (UIAB), duties will include, but are not limited to, the following:

  • Identifies and documents the scope of business process changes or enhancements required by procedural changes or by changes to federal, State or local laws and statutes.
  • Leads the development of the statewide virtual administrative training project, including creation of training materials.
  • Prioritizes business process changes to maintain system functionality and efficiencies.
  • Manages the statewide virtual administrative training program for the UIAB, working with administrative supervisors as necessary to plan the training calendar for the new UIAB administration.
  • Establishes timetables for completion of projects, communicates business process and system requirements to IT staff, program staff and stakeholders, develops test data scenarios and analyzes the results, validates requirements throughout the business analysis process. Reviews and analyzes business process deficiencies requiring resolution during or after implementation.
  • Assists in the formulation, recommendation, and maintenance of policies and guidance as needed.
  • Oversees the customer service KPIs for the administration at the downstate offices.
  • Handles Administrative office management and directs activities of an assigned section in the Office of Administrative Hearings by setting goals, priorities, procedures, and business processes.
  • Collaborate with the UIAB Manager to oversee professional development and assess the utilization of staff and positions across the UIAB, ensuring the appropriateness of duties and assignments.

Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.

NY HELPS Non-Competitive Minimum Qualifications

Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in a Business Systems Analyst 1 title.

OR

A Bachelor's Or Higher Degree AND Three Years Of Business Analysis* Experience Where Your Primary Duty Was Performing Three Of The Five Following Activities

Using business analysis techniques to elicit requirements as the foundation for the solution to the organization's business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions).

Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).

Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirements; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirement Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).

Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.

Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

Or B. a bachelor's or higher degree AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification** AND one year of business analysis* experience where your primary duty was performing three of the five activities listed above.

Or C. possession of a Level 3 International Institute of Business Analysis/Certified Business Analysis Professional (IIBA/CBAP) Certification.**

  • Business analysis includes the following: the use of requirement elicitation techniques for improvement or automation of processes or functions; conducting research and documenting the current state of business process or function; participating in the implementation of system changes and enhancements; conducting system tests using test scenarios and documenting results; creating training, including procedure manuals for end users regarding new procedures and software; engaging in post implementation review and assessment; identifying, analyzing and resolving of issues inherent to existing systems; and acting as a liaison and interpreter between stakeholders and end users of the system.
  • J.D. or master's degree may substitute for one year of the experience; a doctoral degree may substitute for two years of the experience. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. Reassignment Qualifications

Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in a Business Systems Analyst 2; if you have less than one year, you must be reachable on the current Business Systems Analyst 2 eligible list for this location, if one exists.

52.6 Transfer Qualifications

One year of permanent or contingent-permanent as a Grade 21 or higher determined to be administrative by Civil Service.

70.1 Transfer Qualifications

One year of permanent or contingent-permanent as a Grade 21 or higher determined to be similar by Civil Service.

Additional Comments

Candidates with no previous state service will begin at the starting rate of the salary range listed above.

Additional location pay is available for the following counties: Bronx, Kings, Nassau, NYC-Manhattan, Queens, Richmond, Rockland, Suffolk, and Westchester, Dutchess, Orange, and Putnam.
