Duties Description

Reporting to the Office of Health Equity and Human Rights (OHEHR) Executive Team, the Program Research Specialist 1 will perform policy and program research functions to coordinate policy, programmatic, and project activities. The position will coordinate policy and program activities supporting OHEHR priorities and initiatives; coordinate stakeholder meetings led by the OHEHR Executive Team; review policy options, including identifying advantages, disadvantages, and implications of policy options; contribute to the development of documents establishing policy and standards; provide guidance on policy and standards, and communicate policies to program managers and stakeholders; gather input for policy development across OHEHR and Department of Health programs; and review relevant data sources for incorporation into the development of policy proposals and analyze policy alternatives.

The position will also conduct literature reviews, landscape/environmental scans, online research, and other types of analysis to inform recommendations related to programmatic activities; develop documents describing policy, theory, and programming models; contribute to the development of strategic activities and plans; coordinate program planning, design, and implementation activities across the Department of Health; and contribute to the development of documents that support special project activities, such as concept papers, reports, executive briefing documents, program proposals, presentations, scope of work, timelines, and workplans.

Minimum Qualifications

Trainee 1: bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics.

Trainee 2: bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics,* AND one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

Grade 18: bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics,* AND two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

  • Substitution: master's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics may substitute for one year of experience.

Reassignment: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Program Research Specialist 1, Grade 18.

Transfer: Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, or Section 70.1 of the Civil Service Law to a Program Research Specialist 1, G-18, Program Research Specialist Trainee 1, NS, or Program Research Specialist Trainee 2, NS.

Preferred Qualifications: Experience leading or coordinating policy and program deliberations. Experience working with stakeholders. Extensive writing experience, developing reports and other documents. Experience preparing and conducting presentations. Experience convening and/or leading the deliberations of communities/work groups. Experience in program planning, development, and implementation activities.

Additional Comments

Full time, permanent opportunity. This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
