The Early Intervention Specialist 1 (EIS 1) will work in the Provider Approval, Due Process, and Monitoring Unit (PAU) in the Bureau of Early Intervention (BEI), within the Division of Family Health (DFH). Responsibilities include but are not limited to: providing technical assistance to BEI staff, providers and municipalities related to provider misconduct issues/complaints; providing support for systems complaints to ensure parents of children in the Program receive their due process rights by processing impartial hearing requests and investigating parent complaints, responding to phone calls and emails from parents, providers and municipalities pertaining to complaints and to provide information regarding due process rights; overseeing the process of the monthly review of certification and license expirations; and processing disapprovals. Additional responsibilities of professional staff include supervision of administrative support staff, drafting documents to communicate EI program policies and procedures to various groups, assisting in activities related to the transition to the new New York State Early Intervention Program data system, and following up with providers and municipal officials as needed to ensure the effective operation of the Program.

Qualifications

Minimum Qualifications

Reassignment: Current Department of Health (DOH) employee with permanent or contingent permanent status as an Early Intervention Specialist 1 (G-20).

NY HELPS: A bachelor's degree or higher; AND three years of experience in the provision of Early Intervention services to children under age five, with or at risk for disabilities, as well as services to their families. Examples of services include, but are not limited to, occupational or physical therapy, speech language pathology, and Early Intervention service coordination.

Experience must have been in an approved Early Intervention program under Article 25, Part 69, of the New York State Public Health Law, and Title 10 of the New York Codes, Rules, and Regulations; or in an approved Preschool Special Education program under Section 4410, of the New York State Education Law, where the primary focus is providing Early Intervention services to children under age 5. Experience may also have been in a professional position in a public or private setting, developing, administering, and evaluating approved Early Intervention programs. An example of a professional position includes, but is not limited to, a county Early Intervention official.

Preferred Qualifications: Excellent oral and written communication skills; knowledge and familiarity with the Early Intervention Program, including federal and State statute and regulations pertaining to providing services to young children with disabilities; strong organizational and collaborative skills including the ability to manage multiple activities and meet deadlines; supervision; administrative skills and experience developing policy documents and providing technical assistance.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

Salary : $74,193 - $94,121
