The Office of Diversity and Inclusion Management provides guidance and support to partner agencies on DEI programming, leads DEI strategic planning efforts, and coordinates recruitment and outreach efforts for the Department. To better meet jobseekers where they are and to educate the greater community on the many available job opportunities available in public service, the Department is establishing Centers for Careers in Government at 10 DOL Career Centers and this position will play an important role in ensuring the success of the career centers.

The Program Outreach Specialist 1 will be part of the Office of Diversity and Inclusion Management’s statewide Centers for Careers in Government unit. Members of this team are responsible for communicating information to diverse communities across the state regarding employment opportunities within New York State’s public sector. This unit works with various stakeholders, including jobseekers, other New York State agencies, and community and educational organizations.

Duties of the Program Outreach Specialist 1 may include, but are not limited to the following:

  • Conducting outreach to various community-based organizations and educational institutions within assigned region(s) to promote opportunities available in state government.
  • Providing guidance, information and resources to stakeholders related to identifying and securing employment opportunities with New York State.
  • Providing workshops to jobseekers on Demystifying the Civil Service Merit System.
  • Representing the Department of Civil Service at job fairs and community events, including registration, setup, attendance, takedown, and follow-up activities (such as documentation of activities/outcomes).
  • Collaborating with community-based organizations/educational institutions, developing, maintaining, and building on existing relationships.
  • Maintaining a database of regional organizations, including but not limited to community-based organizations/educational institutions.
  • Assisting with special recruitment projects to promote specific opportunities.
  • Providing individualized and group support to stakeholders regarding accessing and navigating systems related to NYS employment.
  • Communicating appropriate guidance to stakeholders regarding applicable employment-related policies.
  • Promoting workforce initiatives related to NYS employment.
  • Collaborating with State agencies to identify and promote job opportunities and outreach initiatives.
  • Performing assigned activities with relative independence and exercising good judgment and professional discretion.
  • Maintaining local inventory to ensure that supplies are available for outreach and recruitment activities.

Ny Helps

Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-competitive Minimum Qualifications (ny Helps)

Six years of professional experience in a position where the primary (50% or more of the time) responsibility was the extensive promotion and representation of programs and services for public and/or private organizations for the purpose of increasing participation in, or utilization of, these programs and services.

Substitution

  • A bachelor’s degree may be substituted for up to four years of the above experience.
  • An associate’s degree may be substituted for up to two years of the above experience.

Qualifying professional experience includes, but is not limited to professional experience in corporate, not for profit, private organizations and governmental agency public relations; advertising; marketing, or promotion of public programs and services. Duties must have included creating, scheduling, organizing, and promoting outreach activities*, including conferences, workshops, training sessions and other public events, to promote agency programs to target populations.

Reassignment Qualifications

Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a Program Outreach Specialist 1; if less than one year, you must be currently reachable on the Program Outreach Specialist 1 eligible list for the Hicksville location if one exists.

Competitive Qualifications

You must be reachable on the current eligible list or eligible for transfer.

70.1 Transfer Qualifications

One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.

52.6 Transfer Qualifications

One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.

Subsequent 55b/C Qualifications

A subsequent 55 B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55 B/C service in an eligible position allocated to Grade 16. To be considered, you must provide a copy of your letter of eligibility with your response.

It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

  • Partners with State agencies to offer workforce recruitment and placement services, including developing minimum qualifications, classifying positions, developing civil service examinations, and administering performance assessment tests.

  • Assists municipal agencies with civil service administration of more than 360,000 local government employees.
