The Offices of the Inspector General (“OIG”) are comprised of three offices, derived from the three appointments held by Inspector General Lucy Lang:

  • The Office of the New York State Inspector General (“NYSIG”), as established by Executive Law Article 4-A, is entrusted with the responsibility of receiving and investigating complaints of fraud, corruption, criminal activity, conflicts of interest, and abuse in executive branch agencies of New York State government. Since June 2021, this includes complaints related to the New York State Gaming Commission.
  • The Office of the New York State Welfare Inspector General (“OWIG”), as established by section 74 of the Executive Law, is responsible for maintaining the integrity of New York State’s public assistance programs; and
  • The Office of the New York State Workers’ Compensation Fraud Inspector General (“WCFIG”), as established by section 136 of the Workers’ Compensation Law, is responsible for investigating violations of the laws and regulations pertaining to the operation of the workers’ compensation system.

OIG has office locations in Albany, Buffalo, Hauppauge, New York City, Suffern, and Syracuse.

Job Description

OIG is seeking an experienced attorney to serve as an Investigative Counsel to conduct confidential and sensitive investigations regarding allegations of fraud, abuse, corruption, conflicts of interest, and other criminal activity involving New York State agencies, employees and those doing business with the State. These allegations frequently involve state contracts, procurements, abuses of public benefits, and white-collar offenses.

An OIG Investigative Counsel

  • Directs teams of OIG investigators and auditors in the planning and execution of investigations of various types and ensures all legal and evidentiary requirements are met.
  • Coordinates and conducts witness and target interviews.
  • Prepares written reports and letters documenting investigative activities and findings.
  • When investigations uncover criminal conduct, refers matters for prosecution to the applicable federal, state and/or local prosecutor.
  • Works with jurisdictional agencies to improve policies and establish best practices.
  • Serves as a liaison to external agencies in connection with investigative matters, as well as local, state, and federal law enforcement partners

Minimum Qualifications

Minimum Qualifications

  • Candidates must be admitted to practice and in good standing with the bar of the State of New York, with a minimum of three (3) years of legal experience, preferably within an investigative context. Candidates with a background in white-collar criminal investigations or prosecutions, government contracting and procurement processes, and insurance, health care, or other complex frauds are particularly encouraged to apply.
  • Excellent oral and written communication skills, including an ability to synthesize large volumes of information and explain complex subject matters in a fashion appropriate for public consumption.
  • Strong legal research skills and proficiency using relevant research databases and open-source resources.
  • Experience conducting interviews and/or depositions in an investigative context.
  • Experience working with multi-disciplinary teams in an investigative context. Supervisory experience with such teams is preferred but not required.
  • The ideal candidate has strong judgment, strict adherence to confidentiality, a collegial attitude, is a self-starter, works well independently, is a highly adept multitasker, and displays both a sense of urgency and an ability to meet deadlines.
  • A work-related familiarity with New York State government, its agencies, and laws is preferred but not required.
  • An ability and willingness to travel for case-related purposes, as well as to work unscheduled hours if necessary.
  • New York State residency and a valid driver’s license are required.

This is a Management Confidential position appointed by the Inspector General with an approved salary range of $93,659 - $118,388 (Grade M-1 equivalent), within which OIG seeks to hire, commensurate with experience.
