The Public Health Division is one of the largest divisions within NMDOH and plays a vital role in delivering essential public health services statewide. The division focuses on disease prevention, health promotion, and community-based services. It operates public health offices across all regions of New Mexico and provides services such as immunizations, family planning, infectious disease control and emergency procedures.
Why does the job exist?
This position provides comprehensive Human Resources (HR) support to assigned divisions and bureaus within the Public Health Division. Responsibilities encompass a wide range of HR functions, including compensation, classification, benefits administration, payroll coordination, recruitment, and personnel transaction processing. The position also assists in interpreting and applying State Personnel Board Rules, Public Employees Retirement Association (PERA) Rules, Department of Health policies and procedures, and relevant federal and state laws such as the Fair Labor Standards Act (FLSA), Equal Pay Act, Age Discrimination in Employment Act (ADEA), and Family and Medical Leave Act (FMLA). The incumbent independently manages tasks related to benefits, classification, compensation, training, labor relations, and other HR-related matters. Work is performed with considerable autonomy, allowing for the planning and organization of daily responsibilities within established procedures. While the position does not oversee programmatic activities, it plays a vital role in delivering essential management support.

Provides advances and complex services functioning as the key recourse person:
Responsible for overseeing complex management programs;
independently examines, processes and reconciles data;
Independently performs all activities with considerable latitude to plan daily work within established procedures;
Provide technical assistance to assigned programs on all compensation, classification, payroll, benefits, and transaction issues.
Who are the customers?
This position serves as a resource and point of contact for all Public Health Division staff, including management, supervisors, and Human Resource Field Support Personnel.

Minimum Qualification
Bachelor's Degree in any field and one (1) year of experience in human resource operations; recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations, HR-related training experience, and/or occupational analysis. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License.
Must possess and maintain a current Defensive Driving Course Certification from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
