Why does the job exist?
Position functions to provide HR support to assigned divisions/bureaus throughout Public Health Division in the areas of compensation, classification, benefits, payroll, recruitment and transactions processing. The position provides assistance with the interpretation of State Personnel Board Rules, PERA Rules, Department of Health policies and procedures, federal and state laws related to Human Resources such as Fair Labor Standards Act, Equal Pay Act, Age Discrimination Act, and Family Medical Leave Act. Independently works on benefits, classification, compensation, human resource management, training, labor relations and other human resource related issues. Demonstrates independent performance of all activities with considerable latitude to plan and organize daily work within established procedures. Responsible for management support service activities, not for a program activity.

Provides advanced and complex services functioning as the key resource person.
Responsible for overseeing complex management programs.
Independently examines, processes and reconciles data.
Independently performs all activities with considerable latitude to plan daily work within established procedures.
Provide technical assistance to assigned programs on all compensation, classification, payroll, benefits, and transactions issues.
Who are the customers?
All Public Health Division staff including management/supervision and Human Resource Field Support.

Experience interpreting the Family Medical Leave Act

Minimum Qualification
Bachelor's Degree in any field and one (1) year of experience in human resource operations; recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations, HR-related training experience, and/or occupational analysis. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License.
Must possess and maintain a current Defensive Driving Course Certification from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
