The Office of Primary Care & Rural Health (OPCRH) advocates for quality health care delivery systems for all New Mexicans and provides information, referrals, education, health planning for New Mexico communities, grant opportunities, technical assistance, and financial assistance for health centers. The goal is to improve access to quality healthcare for New Mexico by providing collaborative leadership and resources to healthcare and community organizations.

Why does the job exist?

This position oversees the provisions of the Rural Primary Health Care Act (RPHCA) [24-1A-1 to 24-1A-4 NMSA 1978]. The purpose of RPHCA is to assist in the provision of primary health care services in underserved areas of the state in order to better serve the health care needs of the public. This purpose will be accomplished through, but not limited to, the following activities:

Develop plans and encourage coordination between publicly supported programs, and between public and private sector providers;

Provide technical assistance; and

Distribute financial assistance to eligible programs to sustain or provide a minimum level of primary health care services; and which assist in the provision of primary health care services in underserved areas in order to better serve the health needs of the public.

How does it get done?

The incumbent will support the Rural Primary Health Care Act (RPHCA) Program through:

Contract Monitoring

  • Support the development, preparation, and execution of Request for Proposals (RFP) or Health Care Exemption Request.
  • Support multiple professional service contracts and intergovernmental agreements through their full lifecycle, ensuring compliance with scope, terms, and allowable activities.
  • Tracking contract performance, expenditures, deliverables, and invoicing.
  • Preparing fiscal year-end reports on primary health care services delivered pursuant to RPHCA.

Technical Assistance

  • Providing technical assistance and support for Community Health Centers (CHCs), Federally Qualified Health Centers (FQHCs), and health professionals in New Mexico.
  • Conducting regular site visits throughout the state.
  • Collecting and analyzing requests for assistance to CHCs, FQHCs, and other healthcare safety net facilities.

Coordinating Rural Primary Health Care Activities

  • Collecting, analyzing, and distributing data and information to appropriate organizations and individuals located in rural and underserved areas of the State so that they can plan and implement primary care and/or rural health services and programs.
  • Establishing and building upon strong working relationships and mobilize partnerships to support the safety net services with an emphasis on implementing integrated health care services statewide that will strengthen access to care for rural and underserved New Mexico residents.
  • Actively participating in partner and stakeholder meetings related to New Mexico¿s healthcare safety net.
  • Supporting the advancement of the OPCRH, the Population and Community Health Bureau, and DOH goals.

CHCs, FQHCs, rural and primary healthcare organizations, healthcare workforce organizations, State and Federal agencies, the public, and internal programs.

Ideal Candidate

Comprehensive understanding of rural health and the healthcare safety net in New Mexico.

Experience managing multiple contracts at once, including overseeing contract budgets, deliverables, and deadlines.

Experience collaborating with healthcare organizations such as CHCs, FQHCs, and rural/primary health care entities.

Moderate to advance writing and data skills for analyzing annual and monthly reports and preparing fiscal year-end reports.

Ability to travel in-state, with overnight stays, as New Mexico is topographically diverse and clinics are in rural areas.

Proficient in delivering both self-paced in office setting and trust-building in-person site visits.

Exceptional organizational and communication skills.

Effectively work independently and as a member of a team.

Minimum Qualification

Associate's Degree and two (2) years of experience program administration or project management in areas related to the purpose of the position. Any combination of education and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License.

Working Conditions

The working conditions for this position require splitting your time between an urban administrative office in a cubicle setting and hands-on, field-based community engagements across the state. In-state travel, with overnight stays, is required.
