The Northwest Region of the New Mexico Department of Health Public Health Division encompasses seven counties: San Juan, McKinley, Cibola, Sandoval, Valencia, Torrance, and Bernalillo. The region includes a diverse mix of urban, rural, frontier, and tribal communities, offering a complex and rewarding environment for public health professionals committed to equity, service, collaboration, and innovation.

Across 16 Public Health Offices and mobile outreach sites, staff deliver essential public health services including immunizations, reproductive health, breast and cervical cancer screening, harm reduction, Medication for Opioid Use Disorder (MOUD), Medication-Assisted Treatment (MAUD), sexually transmitted infection (STI) prevention and treatment, primary care, infectious disease services, and maternal-child health.

Services are delivered through fixed clinic sites and mobile health units to ensure equitable access, especially in rural and underserved communities. The Northwest Region prioritizes data-informed decision-making, strategic workforce development, and alignment of clinical operations with community-level needs.

Why does the job exist?

This position exists to provide executive-level nursing leadership for clinical services across the Northwest Region.

The Lead Director of Nursing Services (DNS) ensures clinical excellence, regulatory compliance, workforce development, and strategic alignment across all regional Public Health Offices. This role bridges frontline nursing operations with regional and statewide leadership priorities, working closely with the Region Director, Regional Health Officer, Epidemiology, and Region Leadership Team.

The position exists to:

  • Provide structured leadership and oversight to DNSs
  • Standardize clinical operations across multiple offices
  • Analyze and respond to community-level data to determine resource allocation and service expansion
  • Align nursing services with regional strategic goals
  • Ensure compliance with state and federal regulations
  • Strengthen workforce stability and professional development across the region

This role moves beyond site-level supervision and supports system-wide clinical strategy for the Northwest Region.

How does it get done?

  • Provide direct supervision and leadership.
  • Partner with the Region Director, Regional Health Officer, Epidemiology, and Region Leadership Team to align clinical services with strategic priorities
  • Utilize community-level and office-level data to identify service gaps, overlapping needs, and opportunities for targeted resource deployment
  • Develop and standardize nursing policies, procedures, and best practices across the region
  • Lead quality improvement initiatives and ensure implementation of performance improvement plans
  • Monitor compliance with the New Mexico Nurse Practice Act, Board of Pharmacy regulations, OSHA, CLIA, HIPAA, and other applicable state and federal regulations
  • Oversee regional clinical audits and ensure corrective action when necessary
  • Ensure competency development, orientation, mentorship, and ongoing training of nursing personnel
  • Promote consistent implementation of emergency response protocols across Public Health Offices
  • Serve as a key member of the Regional Management Team and contribute to long-term strategic planning
  • Support operational readiness for mobile health services and cross-office collaboration
  • Facilitate communication between frontline clinical teams and regional/state leadership

This position functions as the clinical strategy lead for the Northwest Region.

Public Health Clients and Families. This role ensures individuals and families across the Northwest Region receive high-quality, equitable care. Many communities rely on public health clinics for essential services, particularly in rural and underserved areas.

The Lead DNS provides leadership, mentorship, and structure to strengthen regional nursing capacity and ensuring consistent standards of care across offices.

Public Health Offices Across the Region:

By promoting operational consistency and shared standards, this position ensures services are delivered efficiently, safely, and in alignment with public health priorities regardless of location.

Regional and State Leadership:

This role bridges clinical operations with regional strategy. Through data analysis, quality improvement, and collaboration, the Lead DNS ensures services are responsive to funding requirements, public health goals, and emerging community health trends.

Communities in the Northwest Region:

By strategically allocating resources based on overlapping data and service utilization patterns, this position ensures nursing services are responsive to community-level needs and health disparities.

Ideal Candidate

The ideal candidate is an experienced public health nursing Leader with demonstrated success leading and managing¿ not just supervising staff.

They will have:

  • Experience supervising nursing staff across multiple sites
  • Strong leadership presence and ability to build trust and accountability
  • Experience mentoring Directors or Supervisors of Nursing
  • Expertise in public health clinical services (Family Planning, Immunizations, STI, MOUD, Primary Care, Infectious Disease, TB, etc.)
  • Proven ability to conduct and oversee chart audits, quality management, and performance improvement initiatives
  • Knowledge of regulatory requirements and compliance standards
  • Experience developing policies, procedures, and clinical practice standards
  • Demonstrated ability to analyze data and translate findings into operational adjustments
  • Strong collaboration skills with physicians, epidemiologists, regional leadership, and community partners
  • Commitment to equitable, culturally responsive care
  • Ability to think strategically while remaining operationally grounded
  • Confidence navigating complex systems and multiple stakeholders
  • Strong communication skills that align frontline teams with broader agency goals

Minimum Qualification

Must possess a current license to practice as a Registered Nurse in New Mexico, or eligibility for such licensure in accordance with New Mexico requirements, or eligibility for a temporary license issued for employment at a specific institution in New Mexico and two (2) years of management experience as it pertains to the essential duties and responsibilities of the classification.

Employment Requirements

Must possess and maintain a valid Driver's License.

Must possess and maintain a current Defensive Driving Course Certification from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

  • 61-3-2 through 61-3-31 NMSA 1978 and 16.12.1 through 16.12.20 NMAC, as applicable. CPR for Healthcare Professional

Working Conditions

  • Frequent travel throughout the seven-county Northwest Region, often more than 35 miles from the home office
  • Occasional overnight travel required
