As a Maternal Child Health Epidemiology UNIT, we conduct several data surveillance systems generate data reports for the NM Pregnancy Risk & Monitoring System (PRAMS)i. We are tasked with increasing the capacity of gathering critical data from all racial/ethnic backgrounds in efforts to decrease disparities amongst the maternal and child health population, These data analysis addresses disparity reduction in all populations across New Mexico.
Why does the job exist?
This position will decrease the current burden of staff to perform financial/budgetary duties. Currently the program is at capacity to meet program duties and initiate contracts to see them through the entire process. Report progress to management and troubleshoot and or analyze procedures to increase successful completion of paperwork and adherence to procurement rules and regulations. Typical decisions that this position would be required to make center on best practices to ensure successful implementation of contracts. Knowledge of contracts processes and strategic use of budget. Decisions regarding the use of multi-year contracts vs. single year contracts. Planning and tracking of dollars utilized and budgeted to each contract.
How does it get done?
Primary job duties will entail:
Follow contract procedures to initiate, negotiate, and process paperwork for NM state contract,
Track paperwork through procurement process to ensure movement through various channels, following up with necessary corrections etc.
Provide Purchase orders with corresponding staff for utilizing for payment.
Monitor for compliance as invoices are received.
Collect invoices for corresponding contractual payments and track expenditures.
Act as the liaison with contractors addressing their needs and questions.
Who are the customers?
Moms, children and families in New Mexico; health providers with clinical or birth worker roles; data and health service consumers across the state. Maternal and Child Health populations are the benefactors of these services. NM constituents.
Ideal Candidate
The Ideal candidate will possess the ability to perceive problems, recognize any issues, and determine and propose effective solutions to ensure timely initiation of contracts and the payment of contracts once they are established.
The successful candidate will also show dependability, responsibility, and consistency in their job performance and have the keen ability to problem solve in order to keep the ball rolling to the end goal of having an executed contract. Knowledge of State of New Mexico procurement regulations and financial system is critical. sis.
Minimum Qualification
Associate's Degree and two (2) years of experience program administration or project management in areas related to the purpose of the position. Any combination of education and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License.
Must possess and maintain a current Defensive Driving Course Certification from the State of New Mexico, or must pass and receive Defensive Driving Course Certification as a condition of continued employment
Working Conditions
Work is usually performed in an office setting, with extensive exposure to Visual/Video Display Terminal (VDT), personal computer, tablet, printer, calculator, cellphone, copy machine, scanner, keyboard, and telephone usage. Occasional travel, working extra hours, working on weekends and holidays.
