The New Mexico Department of Health, Public Health Division, is responsible for statewide coordination and implementation of programming and clinical services aimed at improving the health and wellbeing of all individuals residing in New Mexico. The Office of Food Systems is a new team within the Public Health Division, Office of the Director.

Why does the job exist?

The New Mexico Department of Health, Public Health Division, is establishing an Office of Food Systems which will lead and advance New Mexico¿s statewide Food Initiative by identifying priorities, driving implementation, and coordinating cross-agency strategies to strengthen the state¿s food system. The Office will oversee the development, execution, and monitoring of food-related programs, convene state agencies and partners to streamline services, and ensure alignment with statewide food policy priorities. This position will serve as the Director of the Office of Food Systems.

How does it get done?

The Director will work with a wide-range of stakeholders to advance Food Initiative priorities and provide oversight and coordination to Food Initiative programming. The Director will lead routine monitoring of agency and partner program performance, development and approval of strategic progress milestones, and oversee budget utilization for food-related investments. The Director will will identify, refine, and implement priorities, objectives, and strategic goals under the State's Food Initiative. This will be achieved through leading the development and execution of statewide plans that strengthen food access, procurement, nutrition security, and coordination across agencies.

The Director will also oversee analysis of state and federal food, nutrition, agriculture, and procurement policies to identify opportunities that advance statewide goals. The Director will require significant experience with leading community collaboration and engaging agency leadership, policy teams, and other subject matter experts within and external to the department with a eye towards shaping food-related legislation, budget proposals, and regulatory updates.

Access to affordable and nutritious foods is key component in protecting the health and wellbeing of all New Mexicans. Improved food policy lowers long-term healthcare costs, improves quality of life, and strengthens food systems to benefit New Mexico's farmers, ranchers, and food producers. A strong food system improves resiliency and ensures food access and policy improves multi-sectoral outcomes across the state.

Ideal Candidate

The ideal candidate will have greater than 10 years managing or leading food policy or food programming initiatives. The ideal candidate will have significant experience working with community partners, government agencies, and other stakeholders to advance programs related to food quality, access, or other priorities of the Food Initiative. This is a supervisory and leadership role, so the ideal candidate would have experience conceptualizing, developing, and implementing programs and a strong track record of managing a results-oriented team. While not required, it is desirable for the candidate to have a combination of experience in grant writing, drafting or review of legislation, and advocating/advancing policy proprieties.

Minimum Qualification

Bachelor's Degree in a relevant field of study from an accredited college or university and eight (8) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License.

Working Conditions

ork in an office setting with exposure to visual/video display terminal (VTD) and extensive personal computer and phone usage. Statewide travel, with the possibility of out-of-state travel and/or overnight travel, as required. Ability to lift up to 40 lbs (bending, stooping and reaching).
